MPs say six-party talks needed to break deadlock Members of the committee to amend the Constitution said that unless the six-party talks were held, it would be difficult to draft constitutional amendments. The committee is composed of 31 members, containing 12 MPs from the Union Solidarity and Development Party, seven from military seats, two from the National League for Democracy (NLD) and MPs from ethnic parties. On October 22, the committee proposed amendments to 210 of the 457 sections. A member of the committee, Aung Kyi Nyunt from the NLD, said: “It is most important that the leaders meet and discuss matters during this crucial time for the country. Now one side wants to amend and the other side does not so we will meet difficulties in drafting the constitutional amendments.” The Union Parliament has approved the proposal for meetings between President Thein Sein, Lower House Speaker Thura Shwe Mann, Upper House Speaker Khin Aung Myint, chairperson of the NLD Aung San Suu Kyi, one MP representing ethnic groups and the Commander-in-Chief Min Aung Hlaing. Talks would provide a good perspective for the constitutional amendments, said the Chairperson of Rakhine National Party Dr Aye Maung, an Upper House MP. Aye Maung said: “Now is the crucial time. More than 140 MPs are discussing the constitutional amendment at the Union Parliament. There are numerous opinions on it. The leaders need to meet before the drafting period of the constitutional amendments starts on January 12. Only then could a draft of the amendment be submitted to the Parliament.” Aung Kyi Nyint from the NLD said: “It will be better if the leaders negotiate for the sake of the whole country.” If the signatures of 20 percent of MPs are secured, a draft will be submitted to the Union Parliament. If 75 percent of MPs agree to the draft, it will voted on in a referendum, requiring a 50 percent “yes” vote.
