MY REMARKS DURING THE HANDING OVER CEREMONY TO ACTING INSPECTOR GENERAL MR. SAMUEL ARACHI EBS, NDC (K) ON 2ND JANUARY, 2015 Ladies and Gentlemen, I am glad this morning to welcome you for this brief, ceremony for my handing over the office of the Inspector General to the incoming acting IG Mr. Samwel M. Arachi who has been my deputy in charge of the Administration Police Service. First and foremost, I would like to thank the Almighty God for this far he has brought me. Thirty five years ago, I joined the service as a young recruit Constable. Indeed God has been very faithful in my life as Police Officer for He guided me to rise through the ranks to the pinnacle of the National Police Service leadership. This has been a long journey which had many challenges that are bound to face any officer in uniform. I look back with appreciation for the contribution which I have made during my service as a Police Officer in ensuring that there is peace and stability in the country. It was indeed more than a calling. As I said on 2nd December, 2014 when I announced to the Nation my decision to opt to retire from the National Police Service due to personal matter. I once again wish to thank most sincerely His Excellency the President Hon. Uhuru Kenyatta for accepting my request and for the opportunity he gave me to serve the Country in the office of the inspector General national Police Service. Every day of our lives was long ago preplanned by the Almighty God. Life with its responsibilities is like a relay race whereby at one stage we have to hand over the baton to the next person. I have done my bit in this capacity and a time has come for me to hand over to another person. I wish to congratulate Mr. Samuel Arachi, for having been appointed by His Excellency the President as the acting IG during this transitional period as we await for the vetting and approval by Parliament of the newly appointed IG Mr. Joseph Kipchirchir Boinnet. I wish the two officers well as they strive to steer the NPS to greater heights. Let me mention that without the individual and collective efforts of all Police officers across the country I would not have achieved the much I have been able to. I wish to therefore thank all police officers, those doing beats and patrols in far flung areas away from their families and loved ones, those carrying out investigations and undercover operations and those performing peace keeping mission outside the country, their invaluable input kept us going. I wish to urge all of us to keep up the same spirit. In the same measure, I would like to express my unequivocal gratitude to the members of the Public who constantly gave us vital intelligence information through which we were able to interdict many intended criminal activities which included terror attacks. To all of them I say, the responsibility of securing our country and making it the preferred tourist and investment destination lies on our combined efforts. Through this collaboration, we shall make our country the envy of others. I therefore urge all citizens to continue supporting community policing and the Nyumba Kumi Initiative for a safer Kenya. Lastly, I would like to thank my family for their support throughout my tour of duty in the Police Service. It’s through their understanding even during my many days of absence from my home due to exigencies of duty that kept me strong. Thank you very much for your patience. On Police Reforms Ladies and gentlemen, I wish to state that I am exiting the service certified with what we have achieved to date. It is important to acknowledge the fact that this is a process and not an event, and as of today, a lot of ground has been covered. A firm foundation for the realization and actualization of reforms as envisage has been laid. Let me thank the donor community for their support without which we would not have made it this far. They provided the funds and consultancy, which they also continue to do in the many projects which we have been undertaking. Part of our achievement under my leader, last year we were able to pay pending allowances for Police Officers, inception of Group Insurance Cover and Comprehensive Medical Cover is at an advanced stage that will go a long way in benefiting National Police Officer, Housing (44 units completed), 20,000 being rolled this year, 12,000 Motor Vehicles, another 12,000 due soon, purchase of five (5) choppers, APCs underway and overhaul of 3M1 17 choppers being undertaken. Police Modernization Plan:- > Command and Control Centre > Call Centre > Forensic Laboratory > Transport > Personal kitting/equipment > 20,000 Housing Unit (leased/purchasing/construction) > Recruitment of 10,000 officers annually > Expansion of all Training Facilities As of today, the following have been developed and will soon be launched :- Service Standing Orders, National Policy on Community Policing, Strategic Plan for 2013-2018, National Police Service Policy on Anti Corruption, Communication Strategy Regulations/Guidelines among others. The new ranking structure in line with the National Police Service Act 2011 has also been adopted. It is therefore my earnest trust that the new command will proceed with this process and be able to give the country the National Police Service that will provide services as its mandated.
