Memo 5 Jan 25 – 2015 the right people with the right skill NB: the proposition of the civil society to give this dysfunctional Parliament the right to vote on anything is unacceptable!!! When our ancestors met at Arcahais on May 18, 1803, there were people with various skills and abilities who took part in that meeting? However, the required skill needed to win the war was someone who is a military strategist and they chose without hesitation Dessalines who was an outstanding military strategist. The great Dessalines accomplished his task on time and on schedule: Mission Accomplished! It will be an injustice to link Haiti eternal dilemma to a particular government. In its 200 years of history, a few presidents completed their term in office and most of them ended in coup d’état or coup de force, same thing, different wording. President Preval completed his term despite of his poor performance in handling the Post earthquake dilemma may be due to his education and his ultimate respect for people. He mastered the interpersonal skill concept and he has a good understanding of the communication protocol. The eternal Haitian Crisis has some political component but it is not only politics! In many times, the outsider or the international community ((remember these three words: Qui finance dirige!)) may dictate a solution but this does not mean that the crisis is resolved. Will the international community impose a solution to this current crisis? May be yes or may be no! But will it last? No According to radiotelevisioncaraibes : “La délégation du Conseil de sécurité appelle à la tenue rapide des “élections” . It is truth that election is the best way to change government in a democratic country; however, rushing to organize any election right now will be counterproductive and the country is not ready to organize a general election! Many of you are victim of rushing thing in. A classic example is when the international community was preparing to use the Haitian Diaspora. Despite of its creation, they make sure that whoever representing the diaspora does not have the voting right! They know that person could change his/her mind and block them! These folks do not play defense, offense only and they will strike and very hard: are you ready? The only people who can resolve this eternal ongoing Haitian crisis are the Haitians themselves! This generation can put aside its indifference to resolve it or it can leave it to another generation; however, at the end of the day, it is up to the Haitian people to resolve their own problem! After a long observation, we can see clearly that the protagonists in the field cannot resolve this eternal crisis without the assistance of a Mediator; otherwise, it could have been resolved long time ago! This current crisis has the propensity to spin out control and lend us to what we call the “Inevitable” and it will be more bloody than the Rwanda civil war! In Rwanda, the elders stopped the war; however, in Haiti, there is no leader who can ask the people to stop. 5 years ago, hundreds of thousands of people joined the infinite numbers who were already on the street and without any hope! As of today, the country meets all the conditions to embroil in a civil war that has never taken place anywhere in this world! It is going to be unique! However, it is avoidable if we put the right people with the right skill to salvage what we have left! We need to revisit the South Africa of Mandela and explore the feasibility in establishing a compromise among us! The next Haitian leader needs to establish a Reconciliation Commission similar to South Africa and provide a general Amnesty to those who confess their wrong doing and reset the clock! The role of the Diaspora! When you are sick, you go to see a medical doctor and not a lawyer; when water is running in the toilet, you call a plumber and not a lawyer; when your car breakdown, you call a mechanic and not a philosopher; when you are in the wrong side of the law, you call a lawyer and not an accountant; when you want to improve the educational system, you call a professional educator and not a politician. Today, the motherland is facing a unique problem which cannot be resolved without a Mediator; it is time to call an expert in Mediation! We can make a call for a Haitian Mediator team or a foreign Mediator; the bottom line: this crisis cannot be resolved without a Mediator! Some training in Interpersonal skill and Communication Protocol may be required! Those of you who are doing politic or engage in project that requires the use of volunteers should have mastered these two skills since you need them to persuade someone to volunteer in your campaign or project or initiative! In Many occasions, you hear many said that the Haitian Diaspora is left out in many things! Now, if the people in Haiti are interested in inviting the Diaspora in something: Whom they will call? And who is the Go to person? Usually, the Haitian politicians in Haiti call his/her friends. We see this attitude as well in various Haitian communities in the Diaspora! We do believe that the Haitian Diaspora can use many skillful people in the area of Mediation, interpersonal skill, politic, and many more to put together a team that can invite the protagonists to restart the Dialogue and Negotiate among themselves and help them find a solution through a compromise among brothers and sisters! There is a reason for everything and you are not living in the Diaspora by chance or accident! The Haitian people in the motherland are waiting patiently for you to play the role of elders! You are their only hope! If there is another urgent emergency and the international community is rushing you, you will tell them that you do have knowledgeable Haitian Nationals who can deal with them and they are not in the hurry and they have to wait. “La délégation du Conseil de sécurité appelle à la tenue rapide des “élections”; well, tell them that the country is not yet ready for election and the elections will take place in due time! Let it be known that money is not the only factor to organize an election, the field must be ready! Do you have Haitian Nationals who can deal with the International Community? Yes, you do! You will invite the international community as a guest and not the other way around! Prepare to change the venue and you do have Haitian nationals who will receive them like a king, smile with them but resolute and let them know that business as usual is over! We will not allow outsider to lecture us about our country, the outsider will be sitting and listen! We set the date and the time and not us to accommodate to their schedule! Why they want to rush Haiti to organize the election? They know that you are not prepared and they know that you have a bunch of rookies organizing the election; whether they have good faith or not, they will do Rookie mistake. You cannot have a CEP with brand new people without any electoral experience; it is a medicine for disaster! If you take a good look at the riot in Fergurson, when it was time to return normalcy and confidence, the governor brought in the National Guard that was led by a Ferguson native! When things went out of control during the Katrina disaster, the government brought in General Honore! When the soldiers were entering in the affected area with their weapon drawn, Gen Honore told them to put them down and this is not a war zone! Immediately, the population came to embrace the soldiers who come to their rescue! The right people with the right skills. Remember! What may be impossible for you, can be a walk in the park for someone else. The state of Haiti shall organize a general election that will include a presidential election!!! Joseph Alfred
