Most people think that the government knows what it is doing, deserves respect and has authority. However, the truth is that the common man employs them to run things and pays their wages through taxes. If the common man is not happy with their performance, then he has the right to sack them and employ someone else. Nowhere does it say he has to tolerate their crass rule until a certain period of time has elapsed, after which he may choose another person who has been specially vetted to be as inept as the predecessors!
