The BOFLOEN Act The BOFLOEN Act is a three stage act with four diverse goals. Taken from the three stages BOrder control, FLOod control/water supply, and ENergy supply the BOFLOEN act is as follows. Sought to make the act a law will provide for three distinct hand in hand functions with four results, excluding nation wide jobs and economic improvements from the goal of the actual act target; for achieving the four results. Yet economic growth coupled with nationwide job creation IS a goal of itself in mind! The Three stage Act 1. Border control 2. Flood prevention / water supply 3. Distributable Electrical supply for the nations grid The FOUR goals. 1. Border Control 2. Flood prevention 3. Water supply and storage 4. Electrical supply Why One act with three stages? An improved border defense is needed. Phase one/problem areas, with an elevated easily navigable defense. So dirt and debris from the flood control tunnels/water supply will supply needed elevation levee style defense platform. The removal of debris for tunnel/water supply will be railed to the border problem areas to create defense platform on which a road and fence may be built. The planting of tunnels will supply water for drop zones of turbine electrical supply. The tunnels built on mountain elevations will supply water for the drops and built along the plains will reservoir the storable water for irrigation projects as well as city water supply. God Knows with the oceans levels rising it is more feasible to use as much water as we can before it even enters the oceans and seas of the world! For all of this to be done will call for many years of work and the need for easements. Goals will be needed as target areas for water supply such as drought prone areas/ Blm lands/public lands/state lands [my view of improvable sites for population/produce future development]. With bofloen act as a law the needed easements will be easier to obtain. The border problems cannot be ignored and the Bofloen act is a real remedy supply to start working on our immigration and illegal entry issues. The bofloen act will not effect immigration laws but will encourage the course of renewal of current laws after years of border work as problem areas are narrowed with time. The energy supply will provide reusable energy sources and cut down our carbon footprint/nuclear power needs AS the populations increase and demands increase with them! SO THE ACT AS A LAW for all Americans now and in the future, will set in motion the needed resources to get things started but the truth is, we will be looking at generations before the project will be completed. Summarization Through these verses we may clearly see God and his approved will….the Lords redemption in Micah….a preparation work of God in revelation….a related fruitfulness in 2 Peter…. And Isaiah clearly defines the work, the location, the field plantings that will only improve the soil for further uses and most importantly…the will of God as gods hand…ie work or doing. I.E. A calling to fulfill these righteous words of truth !!! Next the details Renewable Energy Wind I am just beginning to get on the renewable energy band wagon! While there are many pioneers of these sources, the development process is just taking form. Surely our public lands are a good place to start and explore this newer frontier BUT Lets think American entrepreneurship/ingenuity, lets think oil leases/developments. What I am getting at is I know of a place, Big Timber, Mt., near Livingston, Mt just off the I-90 east/west corridor that produces mostly constant wind flows so much it is no unknown factor with the locals. Though not being real familiar with the public lands in the area, I had done enough hiking near to know of the wind corridor north/south as a most irritatingly constant nuisance. What I propose along with a study of the area is a private industrialization to include property owners who give rights for wind study/development a piece of the pie much like the oil development but for a better reason as it is a renewable source. Allow a wind turbine/easement on your property and get a % for a lease fee! Water Done similarly as with wind development. This would open doors for the development of this newer energy sources on a quickened larger scale! Water to me is the way! With weather patterns changing! Some things will not change with water. It will still flow downhill, it will still clean, revitalize. If uncontrolled it will still flood and if not used it will dump into the sea /ground /evaporate no matter the weather patterns. I am changing my plan for flood control and water usage known as civil defense and development to American Stabilization And Projections or A.S.A.P. LOLOL Water usage development should be thought along this wise….in times past we built dams for our effort to control waters for our use… now lets think …instead of in the water, over the water, yes gated dam construction over the waters to control water levels and divert waters for our use will maintain natural water levels and usage for fish, ect and boaters alike. The adjustable gates will allow for natural water flow levels as well as diverting waters for the to follow projects…. American Stabilization And Projections ASAP Plan Overview The stabilization part = border control ie establish the border in such a manner to make it securely solidly sure. Develop the border and areas with a presence of civil defense minded companies. Some examples being. National Guard training, military training, civilian government contractors, aerospace engineering, military supply and storage, government employee housing developments. Ect. Ect. Problem = drought or lack of water, electricity. Problem in crop land areas = flooding Possible solutions = bring in water, electricity, from flood/abundance areas Another solution = preventative flood maintenance My proposal = a series of arterial buried reservoir tunnels throughout the region to be developed and beyond! To be fed by tunnels with drop development fed by preventive flood control snow and storm fed reservoirs strategically located on the eastern and western drainage up and down both sides of the continental divide! The eastern side drains into the Mississippi drainage area! Flowing mostly eastward and southward simultaneously. In other words the eastern half of the continental divide drains to the east, while the water shed flows from the north to the south. A series of reservoirs to control all flooding in the Mississippi river drainage area, without hampering normal flows could be managed along the upper eastern side in a north to south with tunnel drainage that could drop periodically north to south providing turbine electrical power and supplying water to the border region where again to be dropped into reservoir arterial tunnels throughout the region. There by supplying water and electricity for the southwest region!!! The process could be repeated for the western half of the continental divide, the cascade ranges, and the sierra ranges, and there are other possible ranges also. This could be done and managed in a manner to allow normal flows uninterrupted of natural drainages. This would take planning to develop as water drainage varies year to year, area to area, but with diligence could be accomplished, developed and maintained and would supply a more permanent solution to not only our borders but flood control and green supplied electrical needs throughout many regions along the way. While quite the plumbing project, this is not unachievable! Benefits = Good solid taxpayer money usage. Employment opportunities over vast American regions. A securer border that will reinforce our immigration laws and homeland security act. Enable the southwest region for future development as our cities reach capacities. Provide security against famine ravished nations that don’t prepare for the inedible consequences of population growth. Provide stabilization for our crop growing regions. Industrial manufacturing will increase. Stabilized employment for decades to come as this will not happen overnight and by the time project completion nears , project maintenance is a must and should be developed in plan with a scheduled format and cost estimates! There are more reasons to pursue this than to ignore the value this will provide for America, now and for years to come! A.S.A.P. Border Control Details ASAP will create a message that says Welcome to America but not this way along our border regions! The plan will call for a three mile zone along our border where applicable, a one mile zone on the border sides of cities and towns to be zoned authorized for city / town expansion or ASAP development whichever comes first! The plan calls for easements for border control through privately owned sections. The goal of ASAP will be to funnel crossings to legal crossing points and to provide immigration information/processing center presences along strategic areas of the border with visa granting abilities, work permits should be granted upon request unless flagged by the system of photo recognized related problem causers; at which a more detailed delay may be needed! visitation permits; a visitation permit will be necessary to enter and to be returned and recorded at various locations. This may be in the form of a reusable pass type card! This should be accompanied with a photo shot/recorded pass I.D. number and deleted automatically upon acceptable return at any given point of entry! Differing colored passes may denote length of time for visit! Requiring a hall pass needed for our citizens at our schools is not much different and how much more is a fairness for non citizens. Information and applications for our {Americas} many gracious features of our free governmental nation will also be supplied! Out side these areas will be a presence of people and work that relates a message that we are gracious yet firm about upholding our laws and values that we and other side of the fence viewers cherish! This three mile area will have a military and civilian presence! Their will be differing levels of security! Differing works and workers that best relate America as a whole! They will say, welcome to America, enter at the straight and narrow gate! ASAP will build a levee style structure capable of supporting fence and road along the border! Adjustments will be made for drainage type areas as to whatever is best suitable! In active river border crossings a floatable deterrent will be strung that will be adjustable to differing water levels! And visual monitors will be placed along active regions with ground cable connections so monitors may be relocated randomly or as needed! A.S.A.P. Watershed and Electrical Plan Details Every year we receive snow fall and rains. Mostly going unheeded the snow melts, the rain falls, both being carried to diverse drainages most of us think as ditches. The snow melts at various times depending on the season {time} and elevations. Beginning in late March-early April the snow begins melting at the 3500 ft elevation. Streams begin to enlarge containing not only their lake fed, or spring fed flows, but now must begin to contain the ever increasing snow melt. This process caries on until at the 10, 000 ft elevations the snow disappears from the peaks in early August. Yet the rivers below show the signs of a swelled flow into the fall months. When at the upper elevations the snow once again has already begun to fall! We must be good stewards of the knowledge we have learned and implement it in our lives for ourselves and future selves to partake of the benefits. A tunnel system must be utilized to harness this knowledge for mankinds use. The tunnels will consist, as applicable, of two lane sized prefabed units rectangular in shape and design, as were they who bridged the bays and rivers for traffic in our eastern cities passage. They will, at the lower/southern non freezing elevations be buried in a manner to be utilized as roadways all the while carrying water through their midst. From a linage westerly to easterly and perpendicular to the continental divide they will extend to supply drought areas, from them may extend further arterial flows to potential crop/forage growing areas, potential city/town areas. They will extend into the sloping of the continental divide sufficiently to receive waters from an elevated tunnel system further up the slope of the divide that will run parallel with the divide in a north to south direction with sufficient slope to carry water from the north to the southern reaches of the continental divide range. At various points and even higher elevations, stream catch basins shall be constructed, diverting water temporarily, in a manner to catch the water into a screened opening called a drop. The drop should be constructed and engineered to contain above normal water shed flows. The drop will contain a sediment catch that will be fed via a cleanout back into the stream at a lower elevation. Above the sediment catch the water will be diverted to a dual generator turbine if applicable using pressure technology {water flow in a certain sized pipe, as the pipe decreases in size water pressure increases} this shall continue with an engineered process until all is gleaned from turbine usage and the water is fed into the tunnels or streams to be gleaned at lower elevation for the flood control water supply system. Some streams will be found of sufficient size to utilize the same drop technology and will be applicable for year round usage as the water after the turbine usage may be returned to the stream, thereby having little impact other than the initial construction of said drops. When considering utilization : Of the eastern facing of the divide, the western facing of the same divide, the eastern and western facings of other drainage areas and ranges, how can any sane person not consider the long term impact for American benefits with a temporary impact for, construction purposes, on the environment! All the meanwhile protecting our crop growing regions, our t.v. watching families from flood disasters. The same drop technology will be utilized to connect the upper tunnel system to the lower tunnel systems catching more electrical power from the same waters used at the higher elevations. LOLOL Can you get any greener than that? Gates will be constructed for maintaining flows and maintainace. Vents will be designed and applied along the tunnel systems for pressure relief and access. The vents should be constructed in a manner to allow for overflow. And for tunnel drainages.. Which will require gates or valves. When thinking construction of vents for overflow, think toilet tech. lol Debris from tunnel planting will be used for elevated border building as applicable!
