Multistate cooperation is a good for governments, but not for heroin rings. 4 young Philadelphians worked with coconspirators from New York and Baltimore to distribute heroin in Pennsylvania, Delaware, and Maryland. I am convinced that it was this kind of ring that was responsible for the murder of Baltimore federal prosecutor Jonathan Luna in Lancaster, County PA ten years ago, but no arrests have been made in that case.
