My Informative speech contest at CSN is coming up, please pray for me LOL Cradle to Prison Pipeline Preschool: No child too young for Zero Tolerance Specific Purpose: To persuade our audience that the Cradle to Pipeline must be dismantled, we have a solution, the benefits of this solution if we adopt this plan, and a counter solution that can also work and the action we must take to dismantle it. 1. Each year thousands of American preschoolers are suspended from public schools, a trend that disproportionately impacts black children and sends many of them on a fast track to dropping out or into the criminal justice system later in life. A. A staggering new report released by the Department of Education and the Justice Department on Jan 08, 2014 highlights a troubling pattern of Zero Tolerance school policies that disproportionately impact minority students in general, but also trickle down to the nation’s youngest students. According to (ED.gov U.S. Department of Education) B. Black children represent about 18 percent of children enrolled in preschool programs, but almost half of the students were suspended more than once. Even access to preschool view as a critical building block in early childhood education was limited. About 40% of public school districts do not off preschool, and the vast majority of those that do offer only part day. According to (Civil Rights Data Collection 2011-2012 school years) C. Though the Civil Rights Act protects, students from racial discrimination Zero Tolerance policies and other punitive measures within public schools have been criticized for targeting minorities. The Department of Education said three million public school students received out-of-school suspension in 2011 and over 100,000 were expelled. African American students were three times more likely than their white peers to be suspended, often for similar actions. As Nancy will reiterate: For Black children in America, every 4 seconds a public school student is suspended, every 68 seconds a child is arrested, every 15 min a child is arrested for a drug offense, every 75 seconds a public school student is corporally punished, and every 15 min a chold is arrested for a violent offense. D. Earlier this year Obama’s administration issued guidance encouraging schools to abandon what it described as overly zealous discipline policies that send students to court instead of the principal’s office. But even before the announcement school districts have been adjusting policies that disproportionately affect minority students. My Personal Testimony My youngest son at the age of 7years old was held back in the 2nd grade because of his reading and numbers. At the age of 7 years old I wondered why and what was the accountability of the kindergarten and 1st grade teachers. I immediately got involved in my son’s learning track. Because of that hold back in elementary and middle school he was behind. In his freshman year in high school he begin to catch up with hard work. His grades are now all A’s and B’s with his teachers paving the way AP courses and college. He informed me that he did a lot of transposing letters and numbers when he was younger. It’s called (dyslexia). No teacher saw the signs. E. Zero Tolerance policies sometimes create what is the Cradle to Prison Pipeline. 1. Marian Wright Edelman, founder and director of the Children’s Defense Fund, says Zero Tolerance policies are forcing students out of school, leaving them uneducated and unable to find jobs. “It is becoming the New American apartheid. It is re-segregating. It is going to undermine the last 50 years of Civil Rights progress if we don’t look at it, see it, and break it up.” Edelman said. Zero Tolerance policies are not a new problem, in many cases these policies do not work because they discount professional judgment and do little to improve safety or discipline. We must have increased evaluation and in some cases eliminate these policies. Definition of Apartheid – segregated political system Bantu Education Act no 47 of 1953 A pillar of the apartheid project, this legislation was intended to separate black South Africans from the main comparatively very well-resourced education system of whites. (By Dr. H.F. Verwoerd). Class room Survey: According to the class survey #20 nineteen students believe racism exists today. A study conducted by U.S. Department of Education office shows that black preschoolers yes four and five year old make up almost half of all out of school suspension for preschoolers. It’s imperative that your tax dollars are being spent correctly for the youngest members of our society and not used as a money trap for the government to mismanage. We want our youth to be a contributing factor to society and not titled as a menace to society. Now you will hear the solutions from Edith.
