National Water and Sewerage Corporation (NWSC) a leading organisation in the Water sector in Uganda with a Vision “To be a leading Water Utility in the World” seeks to recruit suitably qualified candidates to fill the vacant positions mentioned below: JOB TITLE: ENGINEERS – (28 POSITIONS) MAIN PURPOSE OF THE JOB In charge of Area technical operations including the water treatment plant, water production, water distribution, treatment & quality monitoring, field supervision of consultants and contractors during execution of stage capital works development programs, proper planning and design of water and sewerage systems upgrade and expansion and supervise delegated Technical works. KEY RESULT AREAS 1) Responsible for effective and efficient running of the water treatment plant, water distribution and sewerage services 2) Monitor the treatment processes, optimize chemical use & pumpage and ensure that water quality meets National Standards. 3) Identify water and sewerage development and extension needs in NWSC operational areas and make recommendations for capital improvements for inclusion in the fiscal budgets. 4) Contribute to the development of concept notes and terms of reference for the development of water and sewerage infrastructure. 5) Develop and maintain design standards and specifications for water and sewerage systems and ensure conformity. 6) Reviews and approves water and sewerage system plans and designs submitted by consulting engineering firms and or/NWSC Area engineers for water and sewerage upgrading and expansion. 7) Identify technical problems on site, recommend corrective action and ensure that site problems and defects in works under construction are timely and properly addressed. 8) Monitor the performance of contractors and consultants on site and provide appropriate feedback to the supervisors. 9) Advise designers on the practical aspects of engineering installations, to ensure the soundness and practicality of design proposals 10) Prepare schedules of defects and to certify rectification of snagging items for projects. PERSON SPECIFICATIONS REQUIRED ACADEMIC QUALIFICATIONS AND EXPERIENCE: a) An upper second degree in Civil or Environmental Engineering from a recognized University. b) Be familiar with geographic information systems. Familiarity with Arc View and AutoCAD preferred. c) Membership with other Engineering professional bodies is added advantage. d) Computer knowledge and hands on experience is a prerequisite. e) One (1) year’s relevant working experience. POSITION: ELECTRONICS/ ELECTRICAL ENGINEERS (10 POSITIONS) MAIN PURPOSE OF THE JOB Maintenance of all Equipment of Electrical, Electronics, Instrumentation, automation and control systems. KEY RESULT AREAS 1. Provide effective and efficient response to all faults on electrical, electronic, instrumentation, control and protection systems and equipment. 2. Perform scheduled preventive and predictive maintenance tasks on electrical, electronic and automation systems aimed at maximizing equipment availability and reliability for production. 3. Perform root cause analysis on all electrical, electronic and automation faults and advise management on needed upgrades and new acquisitions. 4. Periodic review of electrical and electronic protection systems, undertake mitigation and corrective measures to avert potential failures. 5. Develop proper technical specifications for procurement of all spare parts and perform inspection on delivery. 6. Design/modify electrical and electronic circuit drawings to cater for system upgrades, component additions or reviews. 7. Carry out bi- annual condition assessment on electrical, electronic and automation equipment and professionally advise on the needed interventions. 8. Provide leadership and technical back up to the technicians under supervision on all assigned tasks. 9. Ensure proper documentation of all works/tasks undertaken and keep a clear record of all work backlogs and progress status. 10. Assist in the risk assessment process, and adhere to Engineering Safety Systems of work, maintaining environment and tools for the job. PERSON SPECIFICATIONS REQUIRED ACADEMIC QUALIFICATIONS AND EXPERIENCE: • A Bachelor of Science in Electrical or Electronic Engineering majoring in either Electronics and Control systems, Mechatronics, Electric Drives and Automation, and Power systems. • Two (2) years hands on demonstrated experience in electrical systems above. • The candidate must also be computer literate and experience in advanced computer programming is an added advantage. JOB TITLE MECHANICAL ENGINEERS (07 POSITIONS) MAIN PURPOSE OF THE JOB: To administer, organize and supervises all activities of the Static Plant mechanical section to ensure maximum availability of the Corporation static plants in a good state of maintenance and at economic costs. KEY RESULT AREAS 1. Develop appropriate maintenance strategy for all electro- mechanical equipment. 2. Supervise the implementation of a planned maintenance scheme for all static plants. 3. Ensure proper documentation of all works/tasks undertaken. 4. Respond quickly to all electro-mechanical breakdowns in the plants. 5. Actively participate in multi-disciplinary team activities. 6. Carry out Bi-annual condition Assessment of Electro-mechanical equipment and professionally and advise on the need interventions. 7. Provide leadership and Technical backup to the maintenance section on all assigned tasks. 8. Prepare sectional monthly and situation specific reports 9. Develop appropriate maintenance strategy for all electro-mechanical equipment. 10. Ensure safety of staff and equipments in their sections. REQUIRED QUALIFICATIONS AND EXPERIENCE: • Bsc. Mechanical Engineering. • The candidate must have at least 2 years hands on experience in plant maintenance in either water industry or similar setting. • The candidate must also be computer literate. JOB TITLE: SENIOR SOCIOLOGIST (1 POSITION) REPORTS TO: PRINCIPAL SOCIALOGIST MAIN PURPOSE OF THE JOB Ensure that socio-economic aspects of projects undertaken by the Division are well handled to in order to promotes wider acceptance of project deliverables by the beneficiaries and hence lead to overall project success and sustainability. KEY RESULT AREAS: 1. Support in carrying out community mobilization, sensitization and awareness campaigns towards successful implementation of water and sewerage projects. 2. Carry out socio-economic studies and surveys for new water and sewerage development projects. 3. Develop concept notes and Terms of Reference for undertaking socio-economic studies for water and sewerage infrastructure development programs. 4. Participate in coordinating activities related to land/property valuation and compensation during implementation of water and sewerage development projects. 5. Securing easements for the water distribution mains, reservoirs and booster construction. 6. Involvement in post project evaluation of socio-economic outputs of the water and sewerage projects. 7. Involvement in progress reviews of on-going projects in regard to socio-economic outputs and providing feed-back. 8. Provide support in preparation and implementation of resettlement action plans. 9. Undertaking social marketing to ensure maximization of project benefits. 10. Support in dispute resolution during project implementation process. JOB TITLE: SURVEYOR (05 POSITIONS) REPORTS TO: BLOCK-MAPPING MANAGER PURPOSE OF THE POSITION Carry out correct, accurate and timely surveys and update of network maps in respect to new water connections, water & sewerage mains extensions and modifications to the existing mains. KEY RESULT AREAS: 1. Carry out field survey and updating of water and sewer network extensions and modifications. 2. Create maps and update properties in Areas where maps are either lacking or inadequate. 3. Update new and upgraded roads within the network maps. 4. Analyze new connection survey information from Branches for suitability, accuracy and completeness in capture. 5. Carry out digital update of block maps. 6. Provide technical advice and guidelines on matters relating to surveying. 7. Train field assistants, and direct their work in such activities as performing surveys or producing maps. KEY RESULT AREAS 1. Overall control of income and expenditure ensuring that all payments due to the Corporation are duly made. 2. Ensuring responsible stewardship and safe custody of cash and other assets of the Corporation. 3. Ensure periodic management and cost statements are prepared and presented to the area manager and headquarters finance department. 4. Ensure that all financial records in the Area are up to date and reflect the financial performance and position of the Area. 5. Prepare and compile the capital and operations annual budget for the area. 6. Timely posting of income and expenditure in the financial ledger from source records. 7. Prepare Area financial reports as required by the Corporation. 8. Ensure that the financial ledgers are regularly reviewed, verified and acted upon. 9. Monitor contract implementation, compliance and performance of providers. 8. Receive, Open and evaluate bids in accordance with the PPDA regulation guidelines. 9. KEY RESULT AREAS: 1. Execute the implementation of the Information Systems Audit plan 2. Managing the Information Technology risks 3. Draw up audit programs and procedures for Information Technology audit assignments. 4. Oversee and manage activities in the Information Sytems Audit unit. 5. Prepare timely and accurate reports. JOB TITLE: COMMERCIAL OFFICER - BILLING (03 POSITIONS) REPORTS TO: GENERAL/AREA MANAGER MAIN PURPOSE OF THE JOB: Overall supervision and management of CUSTIMA/HI Affinity Billing System to ensure timely and accurate processing of billing input data and timely production of accurate bills. KEY RESULT AREAS 1. Ensure timely and accurate processing of billing data input and production of accurate bills. 2. Ensure timely update of the billing database in line with the set standards and procedures. 3. Ensure planning and managing of the Area billing cycle 4. Perform detailed analysis of customer consumption and growth trends and advise the Area accordingly 5. Report all technical and operational defects realized during the use of the billing system for immediate action. 6. Evaluate the quality of information (meter readings, new connections, adjustments, etc) submitted for processing on a monthly basis and advise management on areas that require further improvements. 7. KEY RESULT AREAS. 1. Ensure that strategies and measures are developed and put in place to improve commercial performance in the Area in particular reduce the level of suppressed accounts, increase annual revenues, maximize revenue collection and increase the customer base 2. Carry out effective supervision and monitoring of Area commercial activities and ensuring the programs like territorial management are fully monitored and scheduled. 3. Monitoring of big consumers arrears and ensure timely reconnections and disconnections for all the customers. 4. Supervision and ensuring that customer data/demands and needs are fully captured and filed to meet the set standards and that the measures for customer service to customers are effective to ensure creation of Raving fans. 5. Ensure good customer care and timely resolution of customer complaints. 6. Updating staff on daily collection status, supervise weekend revenue activities 7. Develop and continuously review strategies and develop measures for debt management and reduction of past dues 8. Carry out comprehensive monthly analysis of commercial performance and propose effective intervention measures aimed at improving commercial performance of the Area 9. Continuously review the commercial division’s procedures, processes and documentation to ensure it meets the standards for ISO certification 10. Be involved in the development and guide implementation of marketing programs that enhance the NWSC image and ensure quarterly meetings with the relevant stakeholders and local water committees are held. 11. Ensure timely delivery of bills, coordinate & monitor Government bills ensure they are timely delivered and fully certified and delivered to HQ by 7th of every month. 12. Age below 35 years JOB TITLE: SENIOR LEGAL OFFICER (1 POSITION) REPORTS TO: MANAGER LEGAL SERVICES MAIN PURPOSE OF THE JOB The legal officer performs tasks related to the provision of legal advisory services to the NWSC with a view of minimizing losses and enhancing efficient observance of legal provisions. KEY RESULT AREAS • Acquire land titles for the Corporation. • Participate in representation of NWSC in Courts of Law. • Participate in preparing, Administering and managing Legal department budgets and reports. • Take legal actions against any client engaged in illegal activities. • Issue intention to sue notices to customers who refuse to grant access to employees on official duty when they visit their premises. • Liaise with Human Resources Manager in implementation of the workers’ compensation Act • Participate in drafting and negotiation of NWSC Contracts. • Carryout research on legal matters. • Represent the corporation in arbitration proceedings PERSON SPECIFICATIONS REQUIRED ACADEMIC QUALIFICATIONS AND EXPERIENCE. • Minimum Bachelor’s Degree in Law, Diploma in Legal Practice. • A minimum of four (4) years’ experience practicing law in a reputable Firm or in a similar position in a reputable organization. KEY RESULT AREAS 1. Develop, review, communicate and implement acceptable human resources strategies, policies, procedures, practical plans and budgets, based on the best practices. 2. Age below 40 years. JOB TITLE: HUMAN RESOURCES OFFICER (3 POSITIONS) REPORTS TO: AREA MANAGER MAIN PURPOSE OF THE JOB. Ensure that the Human Resources employed meet the short, medium and long term objectives and that every employee’s potential and energies are directed to improve the overall performance of the company. KEY RESULT AREAS 1. Receive and process requests for recruitment 2. Prepare and update manpower levels 3. Update salary scales of all employees 4. Supervise management of all staff welfare schemes 5. Manage the medical scheme and produces all medical reports for management information 6. Maintain and update personnel record through the Human Resource Management Information System software 7. Prepare the leave roaster and process all staff leave 8. Issue and renew identity cards. PERSON SPECIFICTIONS: REQUIRED ACADEMIC QUALIFICATIONS AND EXPERIENCE: • Bachelor’s Degree in Social Sciences, Business Administration, Organizational Psychology, Human Resource Management, Social Works and Social Administration. • Post Graduate qualification in Human Resources Management is an added advantage. • A minimum of one (1) years’ post qualification experience. PERSONAL ATTRIBUTES; • High integrity. • Ability to work under minimum supervision. • Knowledge of labour laws of Uganda. • Proficiency in Human Resources Management Principles and Procedures. • Ready to work long hours. • Must be a mature and seasoned professional manager who is able to interact and coordinate activities well with staff at all levels of the company. JOB TITLE: SECURITY OFFICERS (5 POSITIONS) REPORTS TO: AREA MANAGER MAIN PURPOSE OF THE JOB Provide security to all corporation assets in the Area and ensure excellent performance of security guards. KEY RESULT AREAS 1. Plans and coordinates implementation of security strategies and activities in the Area. 2. Assigns and supervises contract security personnel in the Area and monitors their performance. 3. Liaises with Legal Officer, Police and private security and investigative agencies in investigating and presenting cases in which the Corporation has interest. 4. Ensure all security Guards hired from private firms perform their duties in accordance with the contract and set procedures. 5. Advises management on security matters 6. Prepares monthly reports on security in the Area 7. Coordinating the deployment of all security guards and ensure that they are well utilized PERSON SPECIFICTIONS: REQUIRED ACADEMIC QUALIFICATIONS AND EXPERIENCE: • Bachelors of Arts Degree in Social Sciences, Public Administration, Business Administration. • Post graduate diploma in Law. • One (1) years’ experience in a similar position in a large organisation or position in police or Prison service. PERSONAL ATTRIBUTES • High integrity. • Ability to work under minimum supervision. • Knowledge of labor laws of Uganda. • Proficiency in Human Resources Management Principles and Procedures. • Ready to work long hours. • Must be a mature and seasoned professional manager who is able to interact and coordinate activities well with staff at all levels of the company.
