Debby is NO STRAY, but a lost or abandoned pet cat. Despite his name, poor Debby IS a boy, thanks for the ACCs predilection for giving male cats female names. Debby is utterly TERRIFIED in the scary shelter, so its no wonder he reacted defensively to the scary fake hand used by the ACC for cat behavioral tests. The ACC was quick to punish him by slapping him with New Hope Only & fast-tracking him to the noon kill list for tomorrow, despite the fact that Debby is PERFECTLY HEALTHY.
