Everyone has the right to speak their language, to practice their religion without restriction and to participate in public life. There is a special category of people in Latvia – noncitizens. Mostly the people who moved to Latvia from other republics of the USSR in 1940-1989 and their children became non-citizens of Latvia in the 1990s. According to the Population Register, there live 13 percent of non-citizens in Latvia that is 282,8 thousands of people. A non-citizen of Latvia has a passport, but it is not red like other Latvians have, but brown. The owner of such a passport can live in Latvia, but has no right to vote, cannot serve in the army, work in public administration and police, cannot be a lawyer, a notary or a pharmacist. There are restrictions on the right to buy immovable property, privatization and access to education. There is an impression that the reconsideration of the results of World War II is escalating, and in the Baltic countries it became legal to ignore the rights of the minorities. It should be noted that the United Nations General Assembly Resolution A/66/460 on Inadmissibility of Certain Practices That Contribute to Fuelling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance was adopted in 2011. About a quarter million of Latvians participated in World War II - some of them on the side of Nazi Germany, part – on the side of the Soviet Union. The Russian Foreign Ministry repeatedly expressed deep concerns about the glorification of former members of Waffen SS, emphasizing that this practice offends the memory of the countless victims of the SS, poisons the minds of the youth and is incompatible with the obligations of the members of the UN. In 1941-42 the Nazis in Latvia killed about 80,000 Jews; it is 90% of the Jews living there in the pre-war period. Despite the attitude towards the minorities in the EU, the policy of the Baltic countries is being ignored by Brussels. Except for the nominal criticism, Brussels does not take any specific measures against this phenomenon. The Head of Israeli Wiesenthal Center Efraim Zuroff declared that while the Latvian authorities periodically unleashed repressions against the Soviet veterans, for all the years of independence, Latvia has not ever punished a single Nazi war criminal. Regarding the fight of the EU against Holocaust deniers, the lack of its reaction is rather interesting. At the same time Ukraine may become the next state in Europe that glorifies Nazism.
