Napolitano is wrong. A fever is most definitely sufficient to justify quarantine. The legitimate function of the government is to protect us from infringement by third parties (and the government) of our self-evident, inalienable rights to life, liberty and pursuit of happiness --- in that order. In order to protect our right to life, those who have fevers or other symptoms of - or even close contact with - Ebola may legitimately be quarantined until they are not a danger to the lives of others. The conditions should involve the least force and damage to the quarantined persons inalienable rights, however. This means we must provide food, health care, and as much comfort as possible, without endangering others who are not volunteering to self-sacrifice their safety.
