Neptune Diner, 924 N. Prince St., Aug. 19. Person in charge did not demonstrate adequate knowledge of food safety as evidenced by this noncompliant inspection. Cigarettes found on the shelf in the food prep area. Food employees eating in area, as evidenced by a box of chocolates found on the prep table. Food employees found washing their hands at the mop sink rather than the designated hand-wash sink. Food employees found in food prep area not wearing proper hair restraints, such as nets, hats or beard covers. Condensation found dripping above uncovered food in the Victory refrigerator. Food in the walk-in cooler, walk-in freezer, and Victory freezer open, with no covering. Raw shell eggs stored over top of green peppers in the walk-in cooler. Repeat violation from previous year. Found wet wiping cloths in food prep area, not being stored in sanitizer solution. Repeat violation from previous year. Found food stored directly on the floor in the walk-in cooler and the walk-in freezer, rather than 6 inches off of the floor as required. Repeat violation from previous year. Found flour for breading with old, hard clumps of food not being sifted every four hours or refrigerated as required. Cardboard being used on shelves to store equipment in the food prep area. Repeat violation from previous year. Cardboard being used in the Victory refrigerator unit. Repeat violation from previous year. Food employee is not using available sanitizer test strips or test kit to determine sanitizer concentration. Repeat violation from previous year. Food employee using incorrect test strips to test chlorine concentration of sanitizer. Torn rubber door gaskets, some held on with electrical tape, observed on Victory refrigerator, True Temp cooling unit and walk-in cooler door. Chlorine chemical sanitizer residual detected in the final sanitizer rinse cycle of the low-temperature sanitizing dishwasher was 0 ppm, and not 50-100 ppm as required. Food facility will use the three compartment sink until the mechanical dishwasher is repaired. Repeat violation from previous year. Found clean food equipment and/or utensils in the food prep area, stored wet in a manner that does not allow for draining and/or air drying. Floor is torn in the hallway and at walk-in freezer area, making it not smooth and easily cleanable. Lights are not shielded or shatterproof over the prep table in prep area. Repeat violation from previous year. Screen door located in the back of the food facility has a gap and does not protect against the entry of insects, rodents and other animals. Food facility operator failed to post an original, valid Food Employee Certification in a location conspicuous to the consumer. Repeat violation from previous year.
