Now the Philippine Congress (Senate and House of Representatives) have been awakened by the importance and urgency of compulsorily reviving the ROTC Program in tertiary education in the Philippines, which was made optional by Ex-President Arroyo during her incumbency through the legislation of the Phil Senate spearheaded by Senator Lacson based on a single ROTC fault incurred at the UST ROTC Department which caused the death of one ROTC Cadet, named, a certain Chua. In the Manila Times editorial today, June 19, 2013, the ROTC Exploits during the Second World War against the occupation forces of Japan was highlighted and confirmed that it had done outstandingly in opposing the occupying enemy and helped defeat the Japanese forces that made the Republic of the Philippines regain its freedom and independence. Now the Philippines is under the threat of its neighbors, big and small, as it has the richest natural resources that can provide food to the hungry and growing populations of its neighbors. With this glaring threat, the Philippine Congress had finally recognized the relevance and importance of the Reserve Officers Training Course that would serve as the training ground for the reserve force of the country that will readily augment the small 180,000-strong active military force of the Armed Forces of the Philippines. It was mentioned in the editorial that North Korea which is even smaller than the Philippines in land area and population has a standing army of more or less One Million troops. We cannot afford perhaps to have a regular army of such number, but we can train a reserve force of at least One Million men under the Cheap ROTC Program that would augment our active military force during national emergency and national mobilization for the defense and security of the Filipino People, and territorial integrity and sovereignty of the Republic of the Philippines.
