OK I have a legal type question. A friend of mine has just gotten custody of his mentally disabled 20 year old son. My friend lives in Multnomah County. The boy used to live with his mother in Washington County. His mother was receiving food stamps for him, and his social security check. She has refused to take the legal steps needed to change the address of his SS check, still keeping it and depositing it into accounts that she has access to. She ALSO refuses to give up the food stamps he is getting. My friend has called Washington County, and spoke with the (supposed) head of the department dealing with food stamps. He was told during that conversation that it is indeed allowed for this woman to continue receiving food stamps for a person who no longer lives with her. Now, Multnomah County told him it is NOT OK for her to do that. At this point, although the additional funds for food would be great, my friend is upset that not only is this woman committing fraud by continuing to receive the stamps, it appears that Washington County personnel are aware of this situation, and indeed have no intentions of trying to change it. Am I wrong? IS it really ok to collect food stamps for people who do not live with you? REALLY?
