OKOROCHA’S FOURTH TIER GOVERNMENT - A PROPHETIC POLITICAL AGENDA BY E. CHIDI OFOEGBU In a Newspaper report (Daily Sun Tuesday, May 7, 2013 page 10), Governor Rochas Okorocha said among other things that “I didn’t come into power so that people can praise me, or to make wealth for myself but that I might change the life of my people”. Good talk! You do not need anybody’s praise my brother and governor, my Bible tells me that everybody’s work will follow them (Rev. 14:13) A relationship exists between this declaration and the introduction of the fourth-tier system of government, which was designed to bring development and dividend of democracy directly to the people. We only need two systems to develop Nigeria faster-states and fourth tier. The structures of government in Nigeria as presently constituted are, serious obstacles to peace, progress, development and growth. We do not need this Federal and Local Government things which over the years have demonstrated that they are sources of instigation of war by mischievous, greedy and covetous elements, and obstacles to development, particularly Igbo progress. Let states that feel they can work together select, elect or appoint people who will represent them in a new form of forum that will take care of whatever the present federal government is doing, with no serious cost implications on the states that have chosen to work together. If this is done, the cut-throat looting that is going on everywhere in government businesses at different levels since I960, particularly from 1970 by those who instigated the Nigeria-Biafra war on 29 July 1966 and their vestiges, would have been reduced by two-third, Boko Haram will vanish automatically, kidnapping and armed robbery will be drastically reduced, with the policy of “know who your neighbors are and what they do for a living”. Community policing will be effective where control is decentralized. In 2008, when the debate about whether to remove or retain the local government system in the constitution was raging, I wrote an article titled “Why scrap the Local Government from the constitution” (National Mirror Friday, December 12, 2008 page 19) where I recommended that “fourth tier government should be created for faster grassroot development in Nigeria. It is encouraging that the Governor of Imo State where I come from, three years after, has created same to hasten grassroot development. That is why I said it is a’ Prophetic agenda.’ This is good news and a better alternative for Imo people. The only bad noise which has also lost relevance is that, the so- called PDP members in Imo State or entire SouthEast ,who cannot show anything they have done in, or attracted to Imo State or Igboland in general since 1999 with their Baba Obasanjo, are increasingly becoming a distraction, because their supply line has been cut off, no treasury to loot again. It is the Igbos that will always say ‘ every woman will present to people the type of child they gave birth to’, let these people in PDP list the projects, they either attracted, or put in place in Imo State or Igboland in general, that will encourage them to challenge the Okorocha administration. Imo people know Okorocha before he became governor, they know him as an asset. not a liability like those who are parading themselves as something Imo people are not interested in . The Igbos voted for Goodluck Jonathan not PDP. They supported him in the hope that he will extend his good luck to the Igbos, which those that are now in APC, and who have been fighting us since 29 JULY 1966, have deprived us. This Goodluck should not be truncated, it should be allowed to flow its full course. There should not be any controversy about it. (nke anyi diri anyi). These same people who came to Owerri to hug and kiss Imo State Governor so that he will help them cause confusion in Igboland and commandeer power from Jonathan, are the same people who are placing full-page -coloured advert giving 1001 reasons why additional states should not be created in Igboland, while agitating that special status should be given to Lagos State and for which the whole money from the Niger Delta should be given to Lagos State alone. They are the same people who in 2002,though they were in AD , worked for Obasanjo and voted for him as their son. They are the same people who are criticizing him today. I was a WARD SECRETARY in CONSTITUENCY 02 ALIMOSHO LOCAL GOVERNMENT, .Chief Olaitan ,AD LEADER IN THE HOUSE OF REPRESENTATIVE was our leader. What happened will be taken care of in my books that will be out very shortly. Please we do not need them anywhere in EASTERN REGION. Why did not they give you. Owelle, the platform of AD to contest against Obasanjo? Please Governor, do not allow yourself to be deceived again by these people who are hugging you now with their long caps on their heads in the name of Nigeria. After using you now to get what they want, they will remember you are an Igbo, a tribe that has been dominating Nigeria since 1914, they will remember that as a Biafran ,if they give you an inch,you will take a mile. The same way they are coming now, was the same way they went to Dr Azikiwe before 1960, it was the same way they went to Dr Ekwueme before 1999. after heading the efforts to get independence and democracy, the North and the Yorubas conspired to push them aside and out in the name of Nigeria .What have the Igbos benefitted from Nigeria since 1960 ? Practically nothing instead we were being robed at every opportunity.including the 1966-1970 experience. Those of them in ACN or CPC -people that lost PRESIDENTIAL ELECTIONS , that called themselves opposition, with their open and loud mouth to critize and blackmail Jonathan’s administration including characters like Femi Fani –Kayode who have cases with EFCC and the Courts who are among them, actually do not have anything to show as a better performance particularly in Lagos. I live in Lagos, nothing serious is going on here , they are only after money, money and more money. Everywhere is dirty, bad roads, holdups and Indian hemp smokers, miscreants and criminals everywhere ,as if there is no government in charge., yet they are government. Let me conclude by advising my governor Rochas, who we know and will always want to identify with, not to take Imo Igbo people to APC because it is another Gowon and Awolowo alliance”. The Igbos will not follow anybody to the so-called APC. The Igbos will not like to lose their positions, property, trillions of pounds in Nigerian banks and territories again. Long live Imo State, Long Live the Governor of Imo State, Rochas Anayo Okorocha. Long live President Jonathan. Ndigbo ga adi. E.
