Office of Senator Albert Robinson March 28, 2014 Where is Nancy Pelosi when you need her? The Senate passed our version of the biennial budget this week, and as Nancy Pelosi said, “We have to pass a bill so we can find out what’s in it.” I laughed, like everyone, at this statement, but now we are in the same situation about our next budget. With so little time left in the Regular Session, we have worked nights and weekends to prioritize and make our adjustments to the House’s budget bill. Tuesday, the House sent our version back and would not accept our changes. This is the normal course of business, and we now will go into a conference committee with the House to hash out the final version. The difference between us and Washington is that we have to pass a budget as our Constitution requires. If we do not get the work done by April 15, the General Assembly must be brought back in an Extraordinary Session. We only had a limited number of days to review the bill and give our version back, limiting us to give it the detail it deserved. But we had to get it back to make sure we had our two veto days after the governor makes his vetoes. It seems to me that no matter what we do, we risk being wrong. If we don’t pass a budget, we’re wrong, and if we do, we pass it without knowing exactly what is in it. So, as Nancy Pelosi said, we won’t know what is in it unless we pass it. This week, the budget is in a conference committee and negotiations will go on possibly through the weekend. If we do come to a resolution on all the issues, I will give the final budget report next week.
