Omg I am beyond livid! Need some advice here. I was walking Flare tonight after dinner and there were these two ladies with their giant, intact pushy male lab off leash just wandering in the park while they sat there on the ground. While I came up I asked them politely if they would mind putting a leash on their dog (keep in mind they were also sitting by a giant sign that said no unleashed pets). They said oh hes fine...he has on an e-collar (which they were using horribly incorrectly as they zapped the dog any time it did something they didnt want). So I was like what...? Then I continued to ask them to put a leash on their dog and they refused and argued. The argument evolved to them saying that they have lived here for 7 years and their dog is well behaved as it came towards us and they said come and the dog completey ignored them). They also continued to tell me that the e-collar counts as a leash and I should know the law. Then she held up the remote and said look. Look at this...do you know what an e-collar is?! Like I was a dog idiot. And so I said yes, and you are not using it right at all. Question is...does an e-collar truly count as a leash? And also...who can I report this to? This lady really made me angry.
