On 29 January, the European Commission issued guidance to Member States whose citizens can lose their right to vote in their national elections, because they have moved to another country in the EU and have lived there for a certain time. Although it said that Member States have a right under the existing treaties to decide on who can vote, it maintained that such disenfranchisement went against one of the founding premises of EU citizenship - not to deprive citzens of their rights.
