On Monday 9/29/14, after thwarting the plot of the Corrupt commissioners that were willing the knowingly break the Citys Charter, Keith Dowdell stood on WCTV news with 200,000 people watching and brought to everyones attention that Derrick Elias had adjourned the meeting without passing a tentative budget allowing the City to continue spending money... He talked to the News at 7-7:30 pm and it didnt air til 11 pm Now at some point Elias gets the news and goes into oh shit mode.....Because if a budget wasnt passed , starting 10/1/2014 , everyone working for the city would have been working for free.. There is a prescribed ordinance the specifically address how this is to be done....Ordinance 1058-2013 Division 2, Rules of Order and Procedure, Sec 2-51 (a) says a written notice of such a special meeting must be promptly served to ALL members of the Commission,in person, at his place of residence or business...Keith Dowdell was not notified at all !! Sec 2-51 (b) says No meeting shall be called unless 24 hrs notice is given in advance... We know that 24 hrs was not given, we were still at City Hall between 7:00 to 7:30 pm .the notice was not up then, they didnt even know that they needed a meeting until AFTER Keith said it on the news!!! The news didnt come on until 11 pm that night !!...The notice that i was directed to retrieve from the trash a Special Meeting was to be held at 6 on 9/30/2014... it doesnt say am or pm... either way thats not 24 hrs.. Sec 2-51 (c) says that the written notice shall be affixed to a public bulletin board, front door or other visible portion of City Hall.... The Only notice that i saw, was the flawed one that I was directed to retrieve out of the trash can by the City Clerk.. She told me that she had just taken it down off of her door..... That may be another destruction of a public document violation... This means that at some point , under the cloak of darkness, late that night ..Elias, Wade, Brown, McMillian and Hicks convened without telling Keith Dowdell and decided to have a SPECIAL MEETING... Pay close attention to that, The Notice that I have says SPECIAL meeting.. Ive just shown you the proof that the meeting was illegal and they knew it... thats why they didnt tell Keith, because Keith knows that you cant have a Special meeting unless 24 hrs notice was given to the public and at 7 or 7:30 Keith and some Citizens were still there No notice...we were still there taking pictures at 6:30 pm, no notice....so when was the public notified ?... they cant have a meeting at either 6 o clock.. surely not 6 am and 6 pm still isnt 24 hrs... so how was there meeting legal? The decision made by that Defacto bunch shall be rescinded and they should be kicked out of office !!!! Enough is Enough.... Not only is this violation going to the FDLE, we will file a federal law suit against each and everyone of you and The City of Quincy that is knowingly taking a part in all of this corruption....
