On Wednesday, the US and the Philippines begin formal negotiations for a new agreement aimed at increasing rotational presence of U.S. forces in the former US colony. While both sides are trying to present the future agreement as one meant to improve maritime security in the South China Sea, there is no doubt that it is just one further step on Washington’s part to implement the so called “strategic pivot” and “return to Asia” declared in late 2011.
