On my way to TESDA to attend the Technical Consultation meeting for the Agri-Fishery sector. I think back to my years in TESDA as director-general, my first and last formal government post which shaped my thinking about the possibilities and limitations of national government, and an agency that continues to have a special place in my life (I get affected by news about its ups and downs). Now as consultant to Secretary Alcala of the DA, I try to find ways of bringing the two agencies together in synergy, toward my vision, then and now, of a broad-based rural agro-industrial development for inclusive growth.
