On this Date in Texas : Border between Texas and Louisiana declared Neutral Ground November 05 1806 On this day in 1806, the United States and Spain signed an agreement establishing the Neutral Ground. After the Louisiana Purchase of 1803 the United States and Spain were unable to agree on the boundary between Louisiana and Texas. In 1806, in order to avert an armed clash, Gen. James Wilkinson and Lt. Col. Simón de Herrera, the American and Spanish military commanders respectively, entered into an agreement declaring the disputed territory Neutral Ground. The boundaries of the Neutral Ground were never officially described beyond a general statement that the Arroyo Hondo on the east and the Sabine River on the west were to serve as boundaries. Ownership of the strip was awarded the United States by the Adams-Onís Treaty in 1821. 1949 - Lubbock Air Force Base was renamed Reese Air Force Base in honor of Augustus Reese. Reese, a native of Shallowater, TX, was a casualty of World War II. 1960 - In Milano, TX, singer Johnny Horton died in a car accident. 1988 - In Mesquite, TX, President Reagan attended a Victory 88 Rally at Mesquite Rodeo Center. 2009 - At Fort Hood, near Kileen, TX, Nidal Malik Hasan killed 13 people and wounded 30 others in shooting rampage. In Weather News on this date: 1894 - The famous Election Day snowstorm occurred in Connecticut. As much as a foot of wet snow fell, and the snow and high winds caused great damage to wires and trees. Winds gusted to 60 mph at Block Island RI.
