One of the economic courses I am taking, Challenges of World Poverty, applies to today and gives cause to encourage restrictions against out bound flights from Africa as a start. Seriously, the conditions in Africa are so poor that disease is easily spread. Hospitals and clinics are prehistoric and most have no running water. You can not fight disease without running water.
