It is clear that under of cover of claiming the bill creates greater equity, it punishes schools in the part of the state with the greatest number poor and minority students. It slashes funding for special education. As now written it is a bad bill. Greater education funding, not reconfiguring the crumbs, is the equity solution. My friend, Beverley Holden Johns, special education activist and advocate, explains how you can “testify” before an Illinois House Committee opposing SB 16: Although you can not testify (and almost all of you will not be able to attend), you can tell the State Representatives that will hold a hearing on Senate Bill 16 on Tuesday that you are OPPOSED to SB 16 as now written. SB 16 would ELIMINATE special education personnel reimbursement that directly supplies each local school district with $9,000 for EACH special education teacher, each school psychologist, each school social worker, each school nurse, each speech-language professional, and other professional workers that work directly with students needing special education. SB 16 would set a limit of 13.8 percent on the number of students with disabilities for which a school district could receive State funding. Any student with a disability in excess of the 13.8 percent would receive ZERO State funds. Oppose the special ed Block Grant by doing the following: 1.
