Open and Wilful violation of `Approval Process Hand Book Guidelines 2013; by AICTE officials to promote corruption and to reject honest institutions who could not pay bribe-AICTE Chairman did not listen them due to his active involvement IT WAS AN OPEN LOOT BY MR S S SMANTHA TEAM BY MISUSE OF POWER: REQUEST FOR HIGH LEVEL ENQUIRY Respected Sir, The Chairman of All India Council for Technical Education, Min. Of HRD, Govt of India is one of the most prestigious organisations to regulate the technical education in India. Cleverly, they framed a guidelines titled `Approval Process Guideline’ every year to facilitate harassment and corruption and discretionary powers to Chairman to constitute Multiple Appeal teams by nominating person of his choice for the year 2011-12, 2012-13, 2013-14 etc in clear violation of AICTE Act u/s 28 which says that every rules and regulation framed by AICTE must be passed by both house of Parliament. As per Approval Process Guidelines the Institute shall be inspected by Experts who must fulfil following criteria: 1. They must be Professor/associate Professor in Govt College 2. One of them must be Architect 3. They must be in the empanelment list of AICTE 4. They must be selected thru randomly generated portal 5. Final approval by Chairman to the team of inspection Power: To Reject /Approved of a college for Engg and Technology Result: 1.It has been verified in RTI that 80% experts were not qualified as above .Some of them were students , some were relatives, Drivers , Friends, Clerks etc were designated as Professor employed in Govt College 2.Fake Architects were sent for inspection,even cleaks working with builders were send as architect .Ex: Ms Shaifali Das 3.80% Inspections were done by person who were not in empanelment list of Experts of AICTE 4.Maximum experts were from Manthas college from VJTI,Mumbai 5.There was no system adopted for selection of experts Like : 1.Experts were chosen without any advertisement 2.Experts were nominated without any interview 3.Experts were nominated without any Bio-Data 4.Experts were nominated without any verification as regards to their integrity 5.Experts were nominated without any verification of degrees 6.Experts were nominated without knowing their aptitude and eligibility etc 7. Consultants were also appointed without any scrutiny by him in AICTE in following regional offices who were paid handsome money for money laundering: In.. MUMBAI CHENAI Bengaluru Bhopal Chandigarh Kanpur Kolkata Hyderabad Guwahati Mayur Bhavan, ND Thiruvananthapuram Delhi ,Janpath Many VJTI person came to Delhi with family for Delhi Darshan ,they simply signed the minutes prepared by S.S.Mantha without application of mind. Complaints were filed to MR S S Mantha,Chairman , he remained silent and trying to delay the matter on one pretext or another instead filing FIR against fake inspection team members giving fake declaration . It is clear that Mr S S Mantha .Chairman misused his position and collected funds in the name of Seminar Grants and distributed to close friends who were directors and working for him. rich college got many grants others were asked to remain silent.
