Opening speech of Prime Minister of Ukraine Arseniy Yatsenyuk at a meeting of the Cabinet of Ministers of Ukraine on January 9, 2015 09.01.2015 | 13:34 DEPARTMENT OF INFORMATION AND COMMUNICATION OF THE SECRETARIAT OF THE CMU YATSENYUK AP - Greetings to all members of the Cabinet of Ministers of Ukraine, all the participants, the media! Holidays are over, so you need to get started, and today is the first working session of the Government of Ukraine. I would like to outline the future plans and tasks facing the Government and the country. First of all we need to carry out very complex and hard work in 2015. The first basic package of reforms adopted by the Ukrainian Parliament. And our European partners noted the importance of all the Supreme Court of Ukraine and the importance of the fact that Ukraines state budget was approved. Thus, the country is the main financial document that objective will require adjustments depending on economic conditions. But the base of the Government of Ukraine formed. It is important that our year started with strong support by our Western partners Ukraine. Separately, I would like to note a common government trip to Germany, where Chancellor Angela Merkel , leader of key EU countries gave clear signals that Ukraine is not alone, Ukraine will receive assistance and key objectives for Europe - is to help stabilize Ukraine as economic situation and establish peace in the country. Yesterday the European Commission adopted a decision on the proposal of the third package of macro-financial assistance in the amount of 1.8 billion euros. This is an important step. So it is a very important step when Germany decided, and this we signed a joint declaration in Berlin to provide 500 million euros of loans for rebuilding infrastructure in Ukraine. This is mainly infrastructure in the eastern regions of Ukraine, including the Donbass, for reconstruction of railways, hospitals and schools. And its not just signals which concrete steps that our Western partners do in order to stabilize the situation. But in any case the main task and the main burden lies on the shoulders of Ukraine, Ukrainian and Ukrainian Government. Therefore, dear members of the Government, year built, difficult task, but we must cope with all the challenges and all the challenges that are now facing our state. This, of course, the stabilization of the economic situation and that peace and stability in the country. Next we need to follow the path of reform that Ukrainian government has begun with the Ukrainian Parliament. The result of these reforms should be to improve and change the position of Ukraine, and the first result of these reforms should change Ukrainian life. And objectively, it can not be done overnight, but the period is allotted to us for change in the country should be used effectively on a daily basis. Also I would like to ask members individually Cabinet of Ukraine. We need to make a series of regional travel. We must go to regions region. We had a fiscal decentralization. People got these powers, local people have additional rights. I need to decentralize slogans passed with slogans in a specific implementation. That is, to the field in each area again we all told. Asked additional rights - Government gave powers to the field, now these powers, local authorities should use, use for the benefit of the citizens of each jurisdiction. So we begin this year ministers also travel in all regions of Ukraine in order to have an open dialogue and explain to people. Explain to people our policy to explain to people the goals that we believe and how we will achieve results. Separately, I would like to note that today, by the way, the media we just invited to do so, we have on the agenda a number of issues, including the issue of visa-free regime in our relations with European partners. Now Ukraine is the second stage of preparation for visa-free travel. The main element that had to do - is to introduce biometric passports. On the 12th day in Ukraine will be issued biometric passports that meet international and European standards, which is one of the key conditions for the Ukrainian to these biometric passport visa-free traveled to countries of the European Union. In general, we now have established 35 terminals within a month will give 30 thousand passports. But from February 15 has to work 606 points passports. This is nearly 200 more than now is for the current system, and in 2015 we get the figure of issue 2.5 million passports a year. Now we issue 1.5 million passports will issue 2.5. I would like to separately mention that all passports are now in the hands of men, they are all valid, you can ride them, they do not need to take, they do not need to change, these passports are also working to the point until the person is not decide to get a new biometric passport. We also decided that now, as well as in the member states of the European Union, the children will not be issued travel documents and passport valid for 4 years. And it meets all relevant European standards. The Minister, we had a discussion about how to simplify the procedure for issuing passports. And Avakov tell about it today. To make it less queues that were less receipts and to all citizens of Ukraine have the right to receive such passports. Because, unfortunately, we still have Soviet restrictions when certain categories of people can not get a passport. Finally, it is extremely important for Ukraine - is a program of the International Monetary Fund. IMF came to Ukraine, began technical advice. It will be difficult, as always, and it is natural. That is why all ministries should start actively working with our partners and the International Monetary Fund, as well as all the macro-financial assistance tied to our program with the International Monetary Fund. I recall very clearly that we were performing with the International Monetary Fund last year, and this was a guarantee that the IMF provided financial support to Ukraine. That is, there are reforms that meet our agreements with our Western partners - is financial aid. No reform - under no just no money will not give. I would also like to note that all the funds that we receive in the international financial assistance are not going to finance the budget deficit, they are not going to pay pensions, they are not going to wages. This is primarily to fulfill our external obligations. We do not have $ 40 billion in 3 years. They took Viktor Yanukovych and former regime. And we now extremely difficult, but we cope with that to properly repay debt Ukraine. This is to guarantee that if the world sees Ukraine repay its obligations Ukraine to meet its financial obligations, then investors are returning to Ukraine, while Ukraine accumulate reserves, while stabilizing the exchange rate, while stabilizing the banking system, then jobs are created and then filled with budget increased salaries, increased social standards. That is a process that involves not something to take money from someone and then they spend on social programs and not know who next will. No. We must learn to earn. And this should make for a very solid and strong economic base in the country. This is the task of the Ukrainian government with which we deal. So these are the main tasks for the current year. I ask the media to descend into the press room, there will be a presentation of terminals for issuing biometric passports. And we have also come up. We continue to hold a working meeting of the Government. kmu.gov.ua/control/uk/publish/article?art_id=247862336&cat_id=244823857
