Our Capital City of Port Moresby is witnessing unprecedented developments. NCDC is the Regulatory Authority immediately tasked to enforce standards and quality and align all scope of works to comply with processes of Physical Planning. For transparency and accountability its high time NCDC Board is put under spotlight to ascertain its input and value. It has been considered a rubber stamp for self interested individuals and this has brought discredit to its functions. Recent development initiatives by NCDC at Koki Market is timely however the proposed Fish Market backfilling project is completely illegal. NCDC Board will be in contempt of breaching all regulatory processes along with that of Environment and Conservation Act. At this stage...a simple court injunction to halt and reverse the current exercise will be costly and embarrassing to NCDC. Have PNG Ports, Dept of Environment & Conservation, National Road Authority, Land Transport Dept and other concerned stakeholders been consulted.?? Get the paperwork done right guys..!! Stop using the Office of the Prime Minister because it is not their functions to authorise any regulatory processes. Systems are in place with the various entities (including your own NCDC Regulatory Services) for all of us in both private and public sector to adhere to. Be careful on being in a hurry to please public perception. I caution NCDC to consult your legal eagles before continuing full toss with illegal practice. The fish market idea is fine but the method and route taken is contemptuous and sets up NCDC to be a laughing stock as far as its mandated role of Regulatory Enforcement Authority is concerned. Please take note of these three simple words... STANDARDS...REGULATION...PRECEDENCE. Be careful....be diligent...lead by example.
