PRESS RELEASE Chandigarh 14th September 2013: Bharatiya Janata Party Chandigarh had drafted a memorandum whereby it would demand certain clarifications from the Hon’ble Prime Minister on his visit to the city. The memorandum pertained to the housing scheme launched by the Central Government for the urban, rural, and slum dwellers and it was not received by the Hon’ble PM due to certain time constraints. Hence, the BJP is making this memorandum public with a hope that it finally reaches the Prime Minister. Dr Manmohan Singh Ji, Mr Prime Minister, Government of India, New Delhi Subject: Memorandum of the BJP Chandigarh seeking clarifications on the housing scheme for the urban, rural and slum dwellers Chandigarh. Sir, Chandigarh administration has launched the housing scheme of one room flats for the slum dwellers and the keys of which were delivered in the auspicious presence of your kind self. BJP Chandigarh is in total support of this move, but the party would like to draw your kind attention towards certain issues which has left the residents of this city in rage and dissatisfaction. There are also issues of accommodation for the tenants, workers, lower middle class and villagers who are yet to receive any sort of support from the administration. Following are the issues that the BJP prays to raise through this memorandum: 1. Two Room flats:- Despite the announcement from the Minister of State for Central Housing and Urban poverty, Ms Kumari Shailja, that the city will witness the delivery of 2 room flats , the administration has ended up delivering One Room flats. This is an act of injustice towards the poor people of the city. BJP demands that the Minister of State’s declaration of two room flats and also considering the number of members in a given family, the administration should justly provide for two room sets to such families. 2. Rehabilitation program does not provide ownership: - Although the administration is handing over the possession to people but in return it is taking an affidavit from each allottee which states they are not the rightful owner and will voluntarily hand over the possession of the flat back to the administration after a period of 20 years. This is depriving the habitant of his basic right to ownership and certain insecurity will always be hovering over regarding displacement from the said accommodation. BJP demands that whole and absolute ownership of the property be transferred in the name of the new allottee and that will be rehabilitation in true sense. 3. Elimination of the problems faced by the allottees and a bio metric survey of those slum dwellers who were left behind: - BJP Chandigarh demands that the necessary documents like the Ration card, Voter Card, Voter list, Aadhaar Card, and the Bio-metric Survey should have been accepted and the condition for having been listed in the voter list of 2006 should have been avoided. Apart from this many slum dwellers have been deprived of the possession due to the failure to provide certain documents necessary for the allotment procedure. BJP demands that new Bio-metric survey should be conducted immediately and they should be allotted accommodation on that basis. 4. Legitimate rent:- In the recent past according to the Rehabilitation program the rent of the allotted flats is about Rs 130 to 140 and it is atrocious to set the new rent rate for the accommodation in Dhanas to about Rs 800 . The government needs to realize that those who have been allotted through this scheme are basically slum dwellers and their income is negligible. Setting a rate of Rs 800 for this is a mockery of their poverty. Therefore, the BJP Chandigarh unit demands a revision of the rate of rent and there should not be a huge difference from the rates of other such flats. 5. Reasonable Conditions:- That certain conditions mentioned in the allotment letter are unreasonable and BJP asks the government to remove certain clauses which are not in favour of good governance. 6. Fundamental drawbacks in the development of the flats:- The flats developed as per this Rehabilitation program were almost ready for possession for the last One and a half years, but to extract unfair electoral gains out of this scheme, the local MP had deliberately delayed the allotment and possession. Due to this, vacant and empty flats have eventually deteriorated in condition. Last week the administrator of Chandigarh Mr Shivraj Patil recced the area and found serious problems in the houses. The sewerage treatment plant for the said flats is still incomplete and hence the administration is in no position to provide sewerage connections to the flats as yet. Water supply connection seems farfetched as of now and due to no air circulation for so long, the flats have dampened from the inside. The window glasses of many flats are broken, there are trees still in the middle of the road and parks are not maintained. Moreover schools, dispensaries, station etc. are all provided within the flats which is a serious violation of law. This scheme is just an eye wash and in a long run will come and haunt the administration due to its poor provision of amenities. 7. Housing scheme for the middle class, tenants and workers:- There are tenants in Chandigarh who have been residing for more than 2 decades and constitute substantial population of the city. Also the worker class and middle class form a majority of the population and with the given rate of inflation and cost of living it is impossible for them to own an accommodation in the city. BJP demands that the government should very seriously look into the matter of providing accommodation for these classes of the city. 8. Legitimize the houses beyond the red zone of the rural areas:- Chandigarh comprises of 22 villages and given the increase in population, the villagers have constructed accommodation outside of the red zone and have spent their lifetime’s earnings to provide for a living. The administration did not intervene in such construction at that point in time and now sending them legal notice for demolishment of such construction is failure of equity.
