We believe one explains this piece the best: It could be a grain scoop. The hump in the bottom wouldnt matter and one reason for such a hump in hand-made items is that it can be difficult to carve an inside shape if all lines meet at a single point. This principle is well-known to to native carvers of the NW coast. Item looks like wood could possibly be cedar.
