PROMOTING BUSINESS DEVELOPMENT INVESTOR PROGRAMMES -REBATE The Ministry of Trade and Industry has developed programmes to assist the investor. Drawback Provision The rebate can be utilised in instances where exports take place on an irregular basis. A manufacturer exports products and thereafter claims back duty paid on imported raw materials used in the manufacturing process. Users should register with BURS first. Upon importation, duty liable is paid on raw materials thereafter exportation, a permit will be used to claim back duties paid. Rebate Item 405.04 Under this facility, a rebate of duty is granted on goods (excluding motor vehicles) designed for use by persons with physical or mental defects/ disability. The following are requirements for processing Rebate 405.00 1. The application form 2. Copy of the organizational constitution Rebate Item 470.03 Rebate item 470.03 is a SACU Industrial incentive programme which covers all goods produced exclusively for export outside SACU. Rebate item 470.03 provides for rebate of customs duty on imported components and materials specified in permits for use in the manufacture, processing, finishing, equipping or packing of goods exclusively for export. The provision provides for the exemption of ordinary customs duty on imported raw materials subject to the finished goods exported outside SACU. THE PURPOSE OF THE REBATE The purpose of the rebate item is to assist exporters in avoiding the financial constraints in respect of customs and other applicable duties payable on the raw materials or components at the time of importation. WHO QUALIFIES? The following entities, who are liable to ensure that export take place, qualify to apply: 1. Manufacturers 2. Packers 3. Processors 4. Importers 5. Exporters PROCEDURE FOR QUALIFICATION A prospective participant in the scheme must first register with the nearest Botswana Unified Revenue Services (BURS) Office. The applicant should contact BURS for details on procedures and requirements to register as a user of rebate item 470.03. The applicant can thereafter submit the completed application to the Department of Industrial affairs. The following are requirements for processing Rebate 470.03: 1. BURS registration certificate (proof that importer is registered with BURS) 2. List of raw materials registered by BURS under Rebate 470.03 3. Renewal form 4. Reconciliation form (indicating goods imported in the past six months) Provided that the importer has satisfied the above conditions, the Department of Industrial Affairs shall then issue a permit to import under Rebate Item 470.03 for a period of six (6) months from which it will be subjected to renewal.
