PTI Corruption Charges, Party Imploding Within 10/9/2013 Following is an email that has reached GS regarding serious corruption charges within the party. What is more shocking is that the senior management have been silent on this matter for a considerable period. Dear Shireen Mazari Sahiba, It is indeed pleasant that someone from the PTI higher ups finally broken the silence. I am glad that you have expressed your view in a mass-email, as this gives the whole process the needed transparency. For the record, I would like to inform you and others that there were ample efforts on my behalf and other party colleagues to directly contact the Chairman and other party leaders on these matters but we were never given the time and attention. So, we welcome your response. Please note that current alleged accusations cut through different levels, for example, there are allegations of fund embezzlements, fake degrees, party ticket sales, bank defaults, and irregularities in election campaign funds etc. In addition, there are genuine concerns over the manner and fashion in which these allegations are being treated by the party. With this context let me respond and rebut your email point-by-point: 1) Over the course of these few months various proofs were shared with various Party office-bearers. So, you are grossly mistaken that aspersions were cast without proof. For example: a. The party office bearer, Senior Finance Manager, Muhammed Arshads personal bank account’s summary for the year 2011 was provided by me which indicated that there were 36 lakhs rupees transactions occurring 60 thousand to 100 thousand rupees on monthly basis whereas Mr. Muhmmed Arshad’s known monthly salary is merely 15- 20 thousand rupees. This give rise to reasonable concerns that the donors funds are being embezzled at the Secretariat. b. There are official complaints regarding Senior President Aamir Kinai and Additional Secretary Mr. Saifulla Niazi that they were involved in shady land deals by a senior party member Mr. Colon (R). Younus. In addition, there are serious allegations and concerns regarding Mr. Saifullah Niazi’s source of income and value of his real estate business ventures…it is a known fact that Mr. Saifullah Niazi was literally homeless in 2008 and was given shelter by Mr. Nadeem Iqbal in his Islamabad residence. The rise of Mr. Saifullah Niazi’s business ventures in just one year i.e. in 2009 from being homeless in 2008 is mind boggling and thus allegations of party funds embezzlement are leveled against him. c. The proof of Ms. Ayla maliks fake FSc certificate was shared in the form of singed copy of Chairman of the Secondary Education Board, clearly declaring her certificate as “Bogus”. In addition, the Degree of Sarwar Awan was also proven to be fake by the Pakistanis Court. d. The bank default status of PTI’s President of Punjab, Mr. Ejaz Chaudhry is well-documents and there are court decree incriminating him for bank default. Same is the case of Mr. Mehmoodul Rashid and Mr. Naeemul Haqu. Similarly, the President of Lahore, Mr. Aleem Khan’s involvement in EOBI scandal is reported in the news. e. Similarly, the local newspaper “dunya news” reported that there are some 20 odd party workers came out with signed affidavits that Saifulla Niazi, Ejaz Chudhry, and Mehmoodul Rashid have demanded money for the allotment of party tickets…along with the signed affidavits they present text messages demanding the money from those near the named part office-bearers. The similar accusations are leveled in Peshawar along with the evidence. So, there are proofs, there are genuine witnesses, and plaintiffs out there. Under these circumstances, we the donors, supporters, and hard-working members are NOT accusing anyone, but we are demanding that PTI establish an INDEPENDENT ACCOUNTABULITY COMMISSION with utmost TRANSPARECNY as soon as possible, so that these allegations and body proofs can be analyzed by the impartial, unbiased, third party experts who are chosen by the mutual consultation. In addition, we are demanding the implementation of Right to Information (RTI) principle so that needed TRANSPARENCY can be established. We believe that these two measures will greatly enhance the image and working of PTI. 2) No one has accused the Chairman of any wrong doing yet; however, if he chooses to continually ignore our calls for the Independent Accountability Commission, he would naturally and logically come under suspicion of aiding the alleged culprits. We believe that by subjecting himself to an Independent Accountability Commission, the Chairman can set the bar high for every party member and office bearer. This will greatly propagate our ideology of CHANGE and NAYA PAKISTAN. 3) ,4), 5), 6) & 7) If these allegations are simply rumors by Mr. Akbar Babar, Nadeem Iqbal, and Dr, Nasrullah then we need not to shy away from the due process and instead insist that an independent Accountability Commission is formed ASAP and deal with these allegations and rumors so that the true intentions of these three can be exposed. However, the facts on the ground do not weigh on your side: a. DR. Nasrulla: I personally know, and anybody can see the details of USA FARA transactions on their official FARA website that after the dissolution of former PTI USA LLC on January 19, 2013, Dr. Nasrulla has transferred approximately $1,000,000 to PTI-Pakistan that was raised by the people like us on the ground and the tireless efforts of our social media team. Therefore, I don’t agree that Dr. Nasrulla has ill-designs for PTI as he could easily starved PTI in the national elections. b. Mr.Akbar Sher Babar: If he had become so anti-PTI and anti-Chairman that he allegedly had become abusive toward the Chairman in year 2011. Then, please answer was there any follow up procedures which can show that Mr. Akbar Sher Babar was actually expelled from the party? Until today, he claims that he is a member of PTI. In addition, what bothers me the most is the fact that if Mr. Akbar Babar has become so persona non grata in year 2011, then why the heck PTI’s appointed Special Auditor, Mr. Ahsan Jalal of Ahsan & Ahsan Auditing firm visited Mr. Akbar Sher Babar’s residence on March 9, 2013, just we months before the national general election, to formulate the terms of reference for a “Special Forensic Audit”??? If Mr. Akbar Babar was so full of rage and found on the record per Mr. Naeemul Haque’s testimony, that he will destroy PTI and the Chairman, then why on the earth PTI’s official auditor end up at his residence in year 2013??? Sorry, madam, there is more here that meets the eyes!!! The fact of the matter is that Mr. Akbar Sher Babar has hard evidence that PTI office bearers are involved in money embezzlement. In addition, I will think twice before believing Mr. Naeemul Haque’s testimony as he is an incriminated bank defaulter of Asset Investment Bank out of Karachi in year 2001---in addition, the party inner politics and intrigues cannot be ignored here either. That’s why it is even more crucial to have an INDEPENDENT ACCOUNTABILITY COMMISSION so that these facts can be investigated by an unbiased and impartial body. Now, I would like to address the state of “accountability” and so called “special audit” in PTI. The appointment of three-member Review Board under the leadership of Mr. Tasneem Noorani is unacceptable as this appointment is apparently performed unilaterally by the Chairman and thus cannot be considered TRANSPARENT. I have contacted Mr. Tasneem Noorani and he informed me that he is not aware that how his appointment came to being other than that he is appointed by the Chairman himself. Please note that his appointment was announced in the midst of our demands for an Independent Accountability Commission, whose members should be selected through an open and transparent process with all the stakeholders and especially the overseas donors and workers like us on the table as this our funds which were misappropriate. Secondly, as most of the allegations involved both the members of CEC and Parliamentary Board, it is doubly important that the formation of Independent Accountability Commission is TRANSPARENT and established with the consultation of all parties if interest. In addition, the mandate and authority of this three-member Review Board are not clearly defined. What is its scope? Apparently, Madam, you are claiming that “we have established a complaint cell”. Where is this complaint cell? Is this complaint cell is the same as the web link that according to Mr. Azhar Tariq was established couple of months ago to assist Mr. Tasneem Noorani? If yes, than what is the scope of Mr. Tasneem Noorani’s review? What about the statement by Mr. Azhar Tariq that party is in the process of establishing Accountability Cell? Why a new Accountability Cell if this Review Board is already functioning? I hope you got the gist; there is no order in the present accountability and no transparency whatsoever. The decisions are made on ad hoc basis and leadership appears to running with the bucket of water patching fires in a haphazard fashion. On the other and, the saga of the “Special Forensic Audit” is even more hopeless. First of all, please note that the very reason it is called “Special Forensic Audit” that is deigned to discover potential “fraudulent” activities; thus by design it is different than that run to the mill annual audit you are pointing to in your email. This audit, as I have discussed, earlier was taken up in an effort to investigate the alleged fraud and fund embezzlement at the finance department. However, from March 9, 2013 to this day an “Engagement Letter” is not finalized let alone completion of the audit. The reason behind this delay is that the very office bearers against whose activities this audit is directed are stalling the efforts to set the scope of the audit in any meaningful fashion so that their wrongdoing can be discovered. For example, there are deliberate efforts by few in Finance Department to exclude the “expense accounts” from any probe by the auditor---this is a mockery of the entire auditing process within itself. In addition, various office bearers such as Mr. Humanyoun Mohmand has deliberately lied to the media that “special Audit” is completed and nothing is wrong. Your own support of these few accused before the outcome of the audit is questionable, as pointed out by Mr. Abdul Ahad’s email to you earlier. In addition, I don’t even want to get into the details of allegations pertaining allocations of party funds as they relate t to the national election campaign. The awarding of marketing contracts, conflict of interest, miserably run election campaign in Karachi etc. So where does all of this chaos leave us??? As we suggest earlier and will say again, that please establish an INDEPENENT ACCOUNTABILITY COMMISSION with mutual consultation of all stakeholders; give this unbiased and impartial body full authority to deal with the evidence, and issue binding verdicts…all, even the Chairman is subjected to this accountability process…anything short of this TRANSPARENT, UNBIASED, IMPARTIAL ACCOUNTABILITY PROCESS will not work… there is just too much mess!!! However, we are hopeful with an uncompromising political will, we, the Insafians, will prevail and we will initiate Pakistan into a new era…InshAllah!!!
