Parliament Bills/ Ordinances and other diktats are not of any use unless the enforcement agencies and implementing authorities follow the principles and work diligently. We have observed, over the years, that almost ALL Government Departments and implementing "authorities" are not straight forward and impartial. The entire arrangements seem to be in the hands of corrupt and unprincipled personnel. How do we overcome this unfortunate malaise and lacunae? Thus, when we talk about Women reservation, this is no different from almost any other Government directed matter. The matters on "paper" are some thing; the practical and effective implementation on the ground are something else!
