Part of my presentation at seminar at IIC, New Delhi, on Bangladeshi infiltration last week organised by indiafacts.co.in According to a former R&AW officer, Bibhuti Bhushan Nandy, 15% of Bangladeshi population has already illegally migrated to India. Those who were in power in this country were unconcerned and in fact welcomed them for votes. At least , the countrys youth should begin by shaming these traitors for illegally allowing infiltrators to get documents like ration cards, voter ID cards etc. Not much was done by the NDA government either even when LK Advani was the Union Home Minister for six long years. In fact in my film, Bangla Crescent, the BSF officer on the border said that even during NDAs regime persecuted Hindu refugees from Bangladesh were treated at par with Muslim infiltrators and FIRs were lodged against them. Infiltration continued in this period. No action was taken by the NDA government against Bangladesh for killing and humiliating 16 BSF jawans on the Assam border on April 18, 2001. Advani did not publish the Task Force on Border Management report nor did he give us the promised White Paper on ISI. No wonder the government failed to get itself re-elected. Experts believe that this would drastically change for the better under the new Modi regime. Indian security experts been warning about the problem of Bangladeshi infiltration as the biggest threat to the existence of India as a nation. People say Mughalistan or Islamistan would be formed in large parts of India but I feel that if the situation was not reversed by taking corrective steps, this time there would be no partition but the whole of India could turn into an Islamistan. This would actually fulfil Pakistans unfinished agenda of partition. But the thinking classes and our elite is unconcerned about this danger. The intelligentsia is full of the left liberal Pak-sympathiser types stuffed in the Universities and media. The so called right wing organisations have failed to inform the youth about the dangers faced by the nation because of Naxalism and terrorism. Now some of the known right wing experts are surprisingly in sync with left liberals when they concede that today we have a post-ideology generation. I feel that this was deliberately said in order to derail the time tested Sita Ram Goel-Ram Swarup style of detailed understanding of virulent ideologies. There is a huge risk in aping the mall-going post ideology consumerist generation. Predatory ideologies would then come in the garb of Aaam Aadmi Party and you would then have an urban naxalite government in Delhi like before. The youth got attracted by the romantic Muffler revolution of Kejriwal and the youth failed to spot the Naxalites and separatists in the camp because the youth were not informed by us about the predatory ideologies at all. The post ideology generation would understand the language of economic meltdown of the country, a threat to their own standard of living or a danger to their own existence. All these issues are extremely relevant to the Bangaldeshi infiltration context. And this would give us a window of opportunity to inform the youth about the ideological aspects of Bangladesh, Pakistan and India. Once convinced ideologically, the youth would have a higher level of commitment inside them. The Task Force on Border Management found that Madrasas on both sides of the Indo Bangladesh border were functioning. In addition, a radical change is happening in the demographic composition due to illegal immigration of large number of people from Bangladesh into the border districts in India. We have seen the conflict in Assam in recent times between the Bodos and illegal Bangladeshis. The condition is serious and has to be addressed before it is too late. After all the Bodos have an indigenous instinct and they would not be swayed like the rootless anglicized consumerist section of Indias urban youth . Here in Assam the problem needs to be solved before it was too late. The magnitude of the Bangladeshi infiltration problem has been assessed by Union Home Ministrys Task Force on Border Management where the figure of illegal migration has been put at 1.5 to 2 crore infiltrators in 2001. According to estimates of other experts, the figure could be as high as 3 crores to 5 crores. Even when the demographic pressures in 1947 in areas which went to Pakistan were much lower than today, we had to lose a large area of India to Pakistan. Today the pressures are much higher because of Bangladeshi infiltration and the danger is very high because of the inclusion of these infiltrators in our voter lists. The infiltrators are now in position to decide the government formation in Assam and West Bengal. After having offloaded its poorest 15% population, Bangladesh has improved its HDI, rate of growth of GDP and per capita income. In India, the reverse has happened and the per capita income and HDI has been drastically challenged especially in the northeast region because of infiltration from Bangladesh. A scenario of economic boom in India could give a boost to infiltration from Bangladesh. After the NDA regime increased investments in northeast, the infiltrators are found all over northeast engaged in non agriculltural workforce. A similar case study on the US-Mexico border shows the infiltration going down at the time of recession in United States as there were fewer Mexicans likely to get jobs in US at the same time. Therefore, it needs to be studied whether increasing employment opportunities in bordering districts of Bangladesh could result in reverse outflow of illegal immigrants to Bangladesh. On the Indian side of the border, fencing needs to be strengthened and especially the villages near the international borders in Indian territory should be brought inside the fencing. We do not even have lists of Bangladeshi infiltrators in India. The priority should be to start identifying Bangladeshis and collecting documentary evidence which would prove that they were illegal migrants. The names of their original paternal and maternal villages given by them in West Bengal or Assam ought to be false and that could be easily established with the help of revenue records. When action would start against a small number of people then the rest of them would get a message. At no cost new infiltration be allowed.
