Past and current Vacation Rental Ordinances have failed to protect Palm Springs residents. Based on eight months of observation and data analysis, PON has proposed the following solutions to the City: • Revise existing Vacation Rental Ordinance (VRO): o Include fines for noise and nuisance complaints. (Existing ordinance only issues fines for non-response of property managers.) o Remove “+2” provision, which currently allows over occupancy of VR homes • Use 24-7 Code enforcement personnel to enforce VRO and existing Noise Ordinance • Develop a mechanism for closing problem properties with multiple complaints • Limit short-term vacation rental clusters in residential neighborhoods • Ensure consistent and accurate police enforcement of existing Noise Ordinance • Provide data transparency of all relevant data
