People wont pay in full until they are shut off in detroit plain and simple, so called needy are bragging about payment plans in leiu of full payment in the hood, parks, and gas stations. When they go downtown to DWSD they should look at the persons contract cell phone they pay on time every month as partial proof of indigentcy . Some just wont pay and want something for nothing, so I ask DWSD how can you have people in a neighborhood with one account paid in full and their next door neighbor owing over $550 without cutting their service in a upscale area?
