Perhaps an appropriate punishment and prevention for culprits is to threaten capital punishment (execution) for those previously jailed/caught for endangered animal smuggling IF the animal reaches sub-critical levels or actually goes extinct. I know its a no-no for post-sentencing increments of punishment, but look at it like the opposite of parole. Perhaps the pressure from inside the black market itself to avoid escalating charges for its own members would be a better deterrent than any threat by authorities.
