Position Announcement: JUSTICE FELLOW Division of Recidivism, Reduction and Re-Entry Monthly Salary: TBD Sacramento or San Francisco Application Deadline: November 17, 2014 Attorney General Kamala D. Harris is the state’s chief law enforcement officer, responsible for ensuring that state laws are uniformly and adequately enforced. The California Department of Justice includes approximately 4,500 employees who provide legal and law enforcement services to the state, including representing the People of California in civil and criminal matters before trial courts, appellate courts and the supreme courts of California and the United States, and law enforcement activities such as criminal investigations, apprehending criminals, and exchanging criminal intelligence using state-of-the-art technology. The California Department of Justice’s new Division of Recidivism Reduction and Re-Entry (DR3) will be a statewide resource to help counties develop innovative solutions to reduce recidivism in their jurisdictions. The Division partners with counties, district attorneys, law enforcement, and probation departments to identify programs and evidence-based best practices and works on policy initiatives to reduce recidivism. The Division also seeks grant funding for anti-recidivism programs and uses technology for data analysis. Position and Length of Term The Justice Fellowship is for a minimum term of 18 months and a maximum term of 24 months, with the possibility of being renewed. The Fellow will be required to dedicate 40 hours a week and some travel may be necessary. About the Position The Justice Fellow will help lead the Division’s work in advancing thought leadership on a range of topics and issues related to recidivism reduction in California. The Fellow’s primary responsibilities will include data analysis and policy concept development consistent with the goals of the Attorney General and the mission of the California Department of Justice. The Fellow will also have responsibility for identifying and analyzing best practices related to recidivism reduction in California that can be replicated and scaled throughout the state. These efforts will include, but are not limited to, convening conferences focused on recidivism and re-entry issues and publishing periodic written material through the Division on innovative criminal justice reform topics. The Fellow will report to the Director of the Division and, as directed, to the Executive Office of the California Attorney General. Minimum Qualifications A Bachelors degree, although a graduate-level degree (including a Ph.D., J.D., or Masters) is preferred. Relevant experience includes work in public policy, law enforcement, or probation, and familiarity with crime-reduction tools and methodologies, as well as writing (general or academic publication). Experience in developing relationships with outside stakeholders is key. Additional Desired Qualifications Experience with criminological analytics, especially on issues addressing crime reduction and anti-recidivism. Experience in procuring grant funding and developing criminological programs. Established relationships with local district attorney offices, state agencies, federal agencies, legislators, foundations, communities, public policy organizations, and businesses.
