Practically speaking, the bill prohibits state and local agencies from providing any material support to the NSA within their jurisdiction. This includes barring government-owned utilities from providing water and electricity. It blocks public universities from serving as NSA research facilities or recruiting grounds. And it disincentivizes corporations attempting to fill needs not met in the absence of state cooperation. blog.tenthamendmentcenter/2014/01/washington-state-bill-proposes-criminalizing-help-to-nsa-turning-off-resources-to-yakima-facility/?doing_wp_cron=1389879834.3294179439544677734375#.Utfszme20cs
