Press Release From the Office of the Mayor of Tower Hamlets For immediate release - 21 November 2013 Mayor Lutfur Rahman “excited and honoured” at Tower Hamlets role in UNICEF Child Rights Project UNICEF UK launches Childs Rights project in partnership with Tower Hamlets in Parliament On 20th November 2013, Mayor Lutfur Rahman joined prominent figures at the launch of a groundbreaking project in partnership with the United Nations International Children’s Emergency Fund (UNICEF). Tower Hamlets is one of six local authorities taking part in “The Child Rights Partners Project” a pilot scheme that aims to put children’s rights at the heart of local government policymaking. Each of the six councils is running its own pilot project as part of the programme. Tower Hamlets Council chose to run its in partnership with the local Children and Families Partnership Board – a forum of local agencies working together to deliver on key priorities for children and young people. Mayor Lutfur Rahman said: “We are proud to be involved with UNICEF in this project, which we hope will lead to a step-change in how children are treated by public organisations in this country. “We are convinced that adopting a rights focus towards children will help us to achieve better outcomes, improve lives and get even better value for money. “We look forward to being part of this groundbreaking project which will make a real difference to the lives of young people.” David Bull, Executive Director of UNICEF UK, said: “Child Rights Partners is an exciting new collaboration between UNICEF UK and six local authorities. It is inspired by UNICEF’s commitment – whether we’re working in the UK or internationally – to ensure every child can reach their full potential. “Public services have sometimes failed children and young people by not listening to their opinions and needs, so we welcome the opportunity to work in partnership with these pioneering local authorities. They have committed, in economically difficult times, to take a hard transformative look at the services they deliver to the UK’s most vulnerable children and young people. “By putting child rights into public services in a tangible way, we hope to show we can radically change practice - and therefore outcomes - for the UK’s children and young people.” The actions Tower Hamlets has taken include: 1. Developing a Mayor’s Child Rights Charter shaped by our Youth Council. This will lay out what child rights pledges are expected of the council and other organisations in the borough that work with children and young people 2. Providers currently submitting their bids for a substance misuse treatment service have to demonstrate how child rights will be considered as equally as their need during the delivery of the service 3. We have formed a group of young commissioners. These young people have been trained in child rights and will be involved in deciding which bidder(s) for the treatment service is successful – this is the young people’s rights being firmly demonstrated 4. Applicants for funds through the Youth Opportunity Fund will be unsuccessful if they fail to demonstrate they will meet child rights requirements. Ends Notes to editors: 1. MPs and Councillors from these areas were present but Rushanara Ali and Jim Fitzpatrick failed to turn up to represent Tower Hamlets. 2. The Mayor’s Charter will be launched in February 2014 3.
