It basically placed the major cost of flood insurance on those who live in the area that floods instead of being heavily subsidized by those living on a mountain top in Kansas or Nebraska. Well, recognizing their mistake in doing anything logical Congress has passed and the President will sign a new bill that restores the subsidies so that people can continue living in their big ole houses on the shore whilst we help them foot the bill.
