It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206. By working at all levels and with all relevant stakeholders and partners, the agency contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic, environmental and countries’ policies and programmes in human settlements in conformity with international practices and covenants. UN-Habitat Afghanistan: The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese Government, EU, DFID, CIDA and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment. UN-Habitat has been assisting the Islamic Republic of Afghanistan through a number of projects, both urban and rural, supported by different donors. UN-Habitat is supporting the Ministry of Rural Rehabilitation and Development (MRRD) to implement the National Solidarity Programme (NSP). Currently UN-Habitat is directly engaged in facilitating this programme in more then 20 districts of nine provinces: UN-Habitat rolls out its community-driven development projects to major regional cities such as Kabul, Kandahar, Jalalabad, Herat and Mazar-e-Sharif to continue supporting deliver effective services to their population in the longer term. Through the Community-Based Municipal Support Programme (CB-MSP), UN-Habitat will demonstrate a combination of delivering basic services, empowering community people and strengthening local government who will take over and initiate further delivering services to the people in the near future. By building the capacity of municipal structures and its staff in engineering, community mobilization, and in increasing transparency and accountability of finance and administration, the Project will enable them to be responsive to access to national funds to be transferred from line ministries to deliver and manage development projects in a technically effective and efficient manner. The Governance and Development Support Programme in Kandahar (GDSP-K), has made considerable contributions to improving the living conditions, empowering communities and strengthening the municipal government in its service delivery. The Project has focused on the four key areas: governance; sustainability; service delivery; and policy support. The EU-8-supported project Community Driven Settlement Upgrading to Reintegrate Returnees and Internally Displaced Persons in Kabul City. This project is being executed by Kabul Municipality (KM) and the Ministry of Urban Development (MoUDA) with the technical assistance of UN-Habitat. The project area consists mainly of informal settlements. Target beneficiaries are returnees, IDPs, disabled-persons, women-headed households, and other vulnerable groups. The Strengthening Municipal and Community Development project in Lashkar Gah, The concerned Project Phase-I and Phase-II were successfully completed. The Phase-III (the current Project) activities have been ongoing. UN-Habitat is partner with the Ministry of Agriculture, Irrigation and Livestock to take up the role of Facilitating Partner in implementing the On-Farm Water Management project in the establishment of irrigation associations in 2 provinces (Bamyan and Nangarhar), out of five provinces covered by OFWM Project, and contributes in improving agricultural productivity. Duties & Responsibilities: The Project Assistant will be under the direct supervision of the Project Manager and the responsibilities and duties include: Assist the Project Manager in effective and efficient execution of Habitat-executed projects and programmes. Assist Project Manager and provincial manager in mobilizing the resources for smooth implementation, monitoring and evaluation of projects handled To assist and support the DM for achieving the ultimate goal and object of the program Close liaison and effective reporting to Provincial and project Manager on project/programme activities. Contributing to further strengthen the coordination mechanism among the program partners Direct and coordinate project activities to ensure project progress on scheduled and within prescribed budget and timeline. Closely monitor, project progress and report to management for further advise and improvement if required Assist PM in the preparation of the implementation plan and reports as per the program requirement Conduct training for project staff, and attend coordination meetings. Contributing to the overall programme development and implementation strategy, particularly for the remote areas Being a strong team player and having professional communication skill Keeping records of Project documents, signed pro.doc, log frame work, work plan and sub contracts ( hard & soft ) To provide over all support both technical and social to all aspect of the program. In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position. Qualifications: a) The Successful Candidate should have Bachelor Degree with 1-3 year of working Experience or High school Diploma 3-5 year of relevant working experience in UN or other international development organizations. b) Good knowledge and experience of community mobilization process and working with informal settlements preferably with UN agencies or related international I/NGOs. c) Ability to understand the project concept and strategy and help in developing reporting formats in order to create suitable reporting system of the project. d) Good knowledge of map preparation and also creation of computer based data-base system to ensure appropriate data storage and their analysis for the project implementation purposes. e) Ability to write good quality project progress reports supported by tables, graphs, flow charts and relevant maps. Computer Skills: Good Computer skills including spread sheet and MSOffice. Knowledge of Email and Internet is required. Language: Fluency both in local languages and English. Appropriate level of communication skills both in written and spoken English are required.
