RECRUITMENT OF INDIVIDUAL CONSULTANTS Ministry of Education and Science (MEDS) is now accepting applications for International and National Individual Consultants under the Higher Education Reform Project 43007-023, financed by Asian Development Bank (ADB). Higher Education Reform Project (HERP) aims to support the Ministry of Education and Science to institute needed reforms in higher education to improve (a) the quality and relevance of higher education programs; (b) and governance, management and financing of higher education institutions (HEIs); and (c) promote equitable access to higher education. International and National consultants will work under supervision of the Ministry of Education and Science (MEDS) and Project Implementation Unit (PIU). NATIONAL CONSULTANTS: Legal Specialist for 3 person/months Scope of assignment: The consultant will undertake the following tasks by working closely with the working group of MEDS and International Higher Education Governance Specialist. • Review the legal and regulatory frameworks for the higher education subsector and their draft amendments being prepared by the working group of MEDS in the light of other laws relating to the higher education reforms; • Ensure, from legal perspective, rigor and consistency among the laws under review and other laws related to the higher education reforms; • Provide recommendations/suggestions on HEIs’ charter, statutes, and regulations, by-laws and regulations of NCEA, Higher Education Council and Higher Education Fund under consideration. Requirements and qualifications for the position: • Legal qualifications from a recognized university; • At least 5 years of experience in drafting and/or reviewing laws, by-laws and regulations, preferably in the education and R&D sectors; • Recent experience in similar type of law amendment would be advantage; • Proficiency in English. Higher Education Finance Specialist for 3 person/months Scope of assignment: Together with International Higher Education Finance Specialist: • Review the current funding system for the higher education subsector, including the STF and other state funding programs, line items of public expenditure on higher education, methods of allocating state funding, financial monitoring and control, sources of funds for HEIs, HEIs’ financial autonomy, composition of HEIs’ expenditure, HEIs’ financial management systems; • Provide recommendations/suggestions on the review of the STF and the establishment of a higher education fund and its operating procedures. Requirements and qualifications for the position: • A postgraduate qualification preferably in financial management and economics from a recognized university, an accountant qualification would be a plus. • 5 or more years of relevant professional experience in funding policy development, financial management, and strategic planning. • Ability to design and conduct workshops for training the leaders of HEIs. • Recent experience in similar type of projects preferably in Asia. • Proficiency in English. Quality Assurance and Accreditation Specialist for 6 person/months Scope of assignment: Together with International Quality Assurance and Accreditation Specialist: • Review the current NCEA policies, standards and guidelines for institutional and program accreditation and HEIs’ internal quality assurance mechanisms; • Provide recommendations on the review of institutional accreditation system and accreditation standards and the improvement of program accreditation systems and HEIs’ internal quality assurance mechanisms; • Assist the MEDS, NCEA and HEIs to implement institutional accreditation and internal quality assurance mechanisms. Requirements and qualifications for the position: • A postgraduate qualification preferably in education from a recognized university. • 5 or more years of relevant professional experience in quality assurance and accreditation and educational management in the higher education sector. • Experience in advising government in policy development especially in quality assurance and accreditation. • Ability to design and conduct workshops. • Recent experience in similar type of projects preferably in Asia. • Proficiency in English.
