【RELATIONS • 관계】 Daegu keen to expand cooperation with the Philippines | 대구시, 필리핀과 협력관계 확장시키고 싶어하다. SEOUL, 10 August 2014 – Ambassador to Korea Raul S. Hernandez met on Thursday, 7 August 2014 with the Lee Kyun-dong, Vice Mayor of Daegu, Korea’s third largest metropolitan area, who expressed keen interest in expanding cooperation with the Philippines in the fields of education, labor, transport, trade and sister-city relations. “We are interested in the substantial development of relations between our two countries,” Mr Lee, Daegu’s vice mayor for international affairs, told Ambassador Hernandez at the Embassy, adding Daegu is considering inviting President Benigno S. Aquino III to make a side trip to the city on his next visit to Korea. “There’s so much we can learn from Korea,” Ambassador Hernandez said, praising Korean hospitality, efficiency, attention to detail, and systematic approach to governance. “We hope people-to-people exchanges will be enhanced not only for the good of the Philippines but also for the good of the Korean people.” Mr Lee said broader bilateral ties could help Daegu regain the leading role it played in the Korean economy, when it was the engine of growth during the rapid industrialization period in the 1960s–1980s. Apart from its traditional economic pillar of textiles, Mr Lee said Daegu now also boasts of automotive parts, metals, medical, and ICT industries. To do this, Mr Lee said he has recommended to Daegu Mayor Kwon Young-jin a comprehensive proposal to invite more students and skilled workers from the Philippines to study and work in the city and surrounding North and South Gyeongsang Provinces, as well as establish sister-city relations and direct flights to Daegu International Airport. “We need your people”, Mr Lee said, noting that more than two dozen Filipino students study or teach at Kyungpook National University (KNU), one of the most highly ranked and well organized national universities in Korea, as well as at prestigious private institutions Keimyung University, Yeungnam University and Catholic University of Daegu. Mr Lee praised the English language skills, work ethic and friendliness of Filipino workers, adding that “If we can invite more Filipinos, the globalization and internationalization of Daegu will come more quickly.” In order to provide for the needs of city’s Filipino population, the Daegu Metropolitan Government is ready to provide free facilities for regular visits by consular officers and staff from the Embassy or, if need be, office space for more permanent consular branch should the Philippine government find it necessary to establish one. Mr Lee, a retired career diplomat whose last position was Consul General of Korea in Nagoya, Japan, said Daegu is also one of Korea’s regional centers of political influence, noting that President Park Geun-hye represented one of the city’s districts as a member of Korea’s national assembly before winning the presidential elections in 2012. As of December 2013, there are 1,552 Filipinos registered in Daegu, which is located 88km from Busan and 237km from Seoul, the two biggest metropolitan areas in Korea. There are 3,428 and 2,406 more in the surrounding South and North Gyeongsang Provinces, which are large manufacturing areas for electronics and steel industries. Daegu and the surrounding provinces are home to a relatively large number of Filipino women married Korean men and settled in multicultural families. Due to its location and the high level of cohesion and organization of the regional Filipino communities, Daegu is also one of three convergence areas for Filipinos for national emergencies. Currently Daegu has no twin town partnership relations with any Philippine municipality, Its sister cities are Atlanta, USA; Almaty, Kazakhstan; Qingdao and Ningbo, China; Minas Gerais, Brazil; Hiroshima, Japan; Saint Petersburg, Russia; Plovdiv, Bulgaria; and Taipei, Taiwan. _____________________ 대구시, 필리핀과 협력관계 확장시키고 싶어하다. 2014년 8월 10일, 서울 – 라울 허넨데즈 주한필리핀대사는 2014년 8월 7일 목요일에 이균동 대구시 국제관계대사와 만났다. 이대사는 필리핀과 교육. 노동, 교통, 무역, 자매도시 등에서 협력 확대에 관심을 표명했다. “우리는 양 국가의 실질적인 관계 발전에 관심 있습니다”라고 이균동 국제관계대사는 대사관에서 허넨데즈 대사에게 전했으며 대구시는 베니그노 아키노 필리핀 대통령이 내년 방한 일정에 대구를 방문했으면 좋겠다는 의사를 전달해왔다. 한국으로부터 배울 수 있는 것이 너무 많습니다. 인적 교류로서 필리핀뿐만이 아니라 한국인들에게도 이익이 될 수 있길 희망합니다.”라고 허넨데즈 대사는 한국인의 환대, 효율성, 꼼꼼함과 지배 구조에 대한 체계적인 접근을 인용하며 칭찬했다. 이균동 대사는 폭 넓은 양자의 관계로 대구가 한국 경제가 급속하게 성장한 1960-80년대 산업화 시대 때, 선도적인 역할을 했던 것처럼 다시 한번 그 자리를 회복 하는 데에 도움이 될 것이라고 전망했다. 경제 기둥 역할을 해왔던 섬유산업뿐만이 아니라 현재의 대구는 자동차 부품, 금속, 의료 및 ICT 산업에서 강세를 보이고 있다. 이렇게 될 수 있도록 이균동 대사는 권영진 대구시장에게 필리핀으로부터 더 많은 학생과 숙련된 노동자를 초청하여 대구시와 경상남북도에서 공부하고 일 할 수 있는 제안을 추천했다고 밝혔다. 그리고 자매도시 관계를 맺고 대구국제공항으로의 직항편도 제안하였다. 이대사는 한국에서 높은 순위를 지키고 있는 경북대학교와 권위 있는 사립대학인 계명대학교, 영남대학교, 대구 가톨릭대학교에서 24명의 학생들이 공부하거나 가르치고 있다고 말하며 “우리는 당신들이 필요합니다”라고 말했다. 이대사는 필리핀인들의 영어 능력, 직업 윤리, 친절함을 칭찬하며 “더 많은 필리핀인들을 초청하게 되면 대구시의 세계화와 국제화가 더 일찍 올 것 입니다.”라고 말했다. 대구에 거주하고 있는 필리핀인들의 편리를 위해 무료로 대사관의 영사와 직원들이 정기적으로 방문하여 영사 업무를 볼 수 있는 공간을 제공하고 필리핀대사관이 대구에 영사관을 설립할 계획이 있다면 사무실 공간을 제공하겠다고 밝혔다. 일본 나고야 영사관에서 총영사를 지냈던 이대사는 박근혜 대통령이 2012년 대선으로 대통령이 되기 전에 대구시 지역의 국회의원이었음을 언급하며 대구시는 한국 정치에 영향력이 있는 지역 중 하나라고 전했다. 2013년 12월 통계에 따르면, 한국에서 가장 큰 서울로부터 237km, 부산으로부터 88km 떨어진 대구에는 1,552명의 필리핀인들이 살고 있다. 전자 및 철강산업이 강세인 경상남도에는 3.428명, 경상북도에는 2,406명이 살고 있다. 대구와 근처 지역은 한국인 남성과 결혼한 많은 필리핀 여성들이 다문화 가정을 꾸려가고 있으며 위치적으로나 필리핀 커뮤니티의 높은 조직력으로 대구는 국가 비상 사태 발생시, 필리핀인들이 모이기로 지정되어 있는 세 집합처 중 하나이다. 현재 대구는 필리핀의 어떤 지방 자치 단체와도 자매도시 제휴는 맺고 있지 않지만 미국의 아틀란타, 카자흐스탄의 알마티, 중국의 청도와 닝보, 브라질의 미나스제라이스, 일본의 히로시마, 러시아의 상트페테르부르크, 불가리아의 플로브디브, 대만의 타이베이와 자매 결연을 체결하였다.
