RESOLUTIONS OF TH 35TH UNIP NATIONAL COUNCIL MEETING FROM THE 27TH TO THE 30TH OCTOBER, 2014 AT CAIRO ROAD HOTEL, KENNETH KAUNDA HOUSE, LUSAKA. We, the delegates to the 35th UNIP National Council, representing all the membership and organs of the United National Independence Party from all the Provinces and Districts of our Beloved Republic of Zambia, met at Cairo Road Hotel in Kenneth Kaunda House in Lusaka this 29th day of October, 2014. Cognisant of the fact that we are the main organ of the Party that oversees the work of the Central Committee and its Secretariat in between meetings of the Party National Congress, and that we gathered to: 1) Receive and deliberate on the keynote opening address by the President of the United National Independence Party, Cde Tilyenji Chanda Kaunda; 2) Receive and deliberate on the Secretary General of the Party’s Report for the Period 2012 to 2014 including the Reports of the UNIP Women’s League, UNIP Youth League, UNIP Veteran’s League and the Zambia National Holdings Limited; 3) COMMITTEE STAGE Debate and Resolve on:- a) The State of the Party b) Amendments to the Party Constitution c) Party Programme of Action and Manifesto d) Deelopment in the Nation; and Acknowledging our Collective Responsibility for any weaknesses in the Party, and recognizing the need to improve performance and firmly secure the future of UNIP as the founding Party of the Republic of Zambia; Appreciating the work done by the Central Committee during the period under review and desiring to firmly consolidate on the progress made to rebuild and strengthen Party organs throughout the county as well as distribute the wealth of the Party to all Provinces. Taking note of the sad development that has, once again, befallen the Nation with the announcement by the Zambian Government of the sudden death of the Republican President, His Excellency Michael Chilufya Sata. DO HEREBY RESOLVE AS FOLLOWS:- 1) Ratify the Resolution of the Party Central Committee in expressing the National Council’s total confidence in the leadership of the Party President, Cde Tiyenji Kaunda and Vice Party President, Cde Njekwa Anamela. Further, the 35th UNIP National Council resolved that the current Central Committee and existing lower organs of the Party provide leadership until the National Congress is held; 2) Approved the amendments to Articles 92, 87,95, and 97 of the Party Constitution; 3) Ratify all the Economic, business and financial decisions made by the Central Committee and that of the Zambia National Holdings Limited to improve operations including creation of new investments and disinvestment of non performing Assets. 4) Urged the Central Committee to mobilize all necessary logistical requirements and support for the smooth running of Party organs, and that all the remaining Provinces should be acquired with a fixed property. 5) Upheld the decision of the Central Committee, which sat as a disciplinary organ, to expel Mrs Beatrice Moonga Kayuni from the Party; 6) Considering the importance of maintaining discipline in the Party, further directed the Central Committee and all disciplinary organs to deal firmly with any indisciplined member who puts the name of the Party into disrepute. 7) Resolved that the Party President Cde Tilyenji Chanda Kaunda be the sole Party Candidate for the forthcoming Presidential by-election and Tripartite election in 2016. 8) Urged the Central Committee to frequently visit Provinces and Districts. 9) Directed Central Committee to begin the process of identifying credible candidates for Parliamentary and Local Government elections. 10) Urged all lower organs of the Party to recruit more Youth and Women members. 11) Directed the Central Committee to complete the process of reviewing the Party Manifesto and Programme of Action for the period 2014 to 2016. 12) Congratulated all Zambians on the country’s attainment of 50 years as a sovereign, independent, peaceful and united nation; and urged for renewed confidence as the country begins the new journey for the next fifty years. The UNIP National Council also appreciated the recognition of Freedom Fighters by the Government of the Day during the Golden Jubilee Celebration. 13) The National Council took note of the belated release of the Draft Republican Constitution and its tabling before Parliament. Urged for a speedy conclusion to the Constitution making process which has become an unnecessary huge cost on he treasury at the expense of the economic and social needs of citizens. 14) Joined the nation in expressing sadness at the sudden demise of the sitting Republican President, H.E. Michael Chilufya Sata, and conveyed the National Council’s Condolences to the First Lady, Dr Christine Kaseba Sata and family, and to the Government of the Republic of Zambia and to the Patriotic Front Party on this tragic development. 15) Urged all citizens and people of Zambia to remain calm and peaceful during this difficulty period in the life of our nation as we all look to the Almighty God to comfort the bereaved family and the Nation at large.
