RTI- UP Govt knowingly ignorant in IAS IPS transfers Information provided by the UP Government to me makes it very apparent that the UP Government is knowingly and deliberately violating the orders of the Allahabad High Court regarding transfer of IAS and IPS officers. The RTI reply from the Chief Secretary office, UP states that the copy of the order of the Lucknow bench of Allahabad High Court dated 18 February 2014, in a PIL by Lok Prahari, regarding transfer of these officers was received by it on 21 February which was sent to the Personnel and Appointment department on 24th. In this order, the High Court had ordered that after the promulgation of IAS and IPS (Cadre) Amendment Rules 2014, any transfer of IAS and IPS officer before the prescribed period of two years shall be done only after recommendation of the Civil Service Board with reasons recorded in writing, after having obtained the comments of the concerned officer. This RTI reply makes it clear that the State government is deliberately ignoring the High Court orders despite their knowledge so as to transfer these officers on an extremely frequent basis, which is Contempt of Court.
