Real situation not a test 2011 NEC An inspector whom I deal with - TopicsExpress

Real situation not a test 2011 NEC An inspector whom I deal with pretty regularly, infact he comes in early at times and even did an inspection for me at 6pm on New years eve So I could get a final payment, failed me for the following. The service was 150 amp #4 going to the water pipe within 5 of where it enters the building. Water meter and water heater jumpers installed. #4 Gas line Bond. Bonding bridge installed. 1 Ground Rod on #4 He asked me to install another supplemental Ground rod. Now this isnt a new install its a certification of a service someone else installed but it still has to be up to 2011 NEC. Actually he didnt even fail me he passed me and issued the cut in card and called me and told me to fix it. So obviously I just went out and added it. Is he right tho? 250.53 says A single rod, pipe, or plate electrode shall be supplemented by an additional electrode of a type specified in 250.52(A)(2) through (A)(8). The supplemental electrode shall be permitted to be bonded to one of the following: (1) Rod, pipe, or plate electrode (2) Grounding electrode conductor (3) Grounded service-entrance conductor (4) Nonflexible grounded service raceway (5) Any grounded service enclosure The way I understand this, The single pipe electrode (water pipe) needs to be supplemented by an additional ground rod. I guess it is kinda a test because I already know the answer.
