Research Analyst, Southeast Asia October 07, 2014 - December 07, 2014 Location: Washington, DC Exempt/Non-Exempt: Exempt Benefits: Eligible for full benefits package Employment Type: Full Time Department: Research Description: The Stimson Center is seeking a dynamic research leader to join our growing project work in Southeast Asia. As a member of our Southeast Asia Program, the Research Analyst will collaborate with the Senior Associate to continue to grow the scope, quality and output of Stimson’s work in the region. The program approaches regional issues from a multidisciplinary perspective and seeks to develop and promote creative, effective and pragmatic solutions to issues, often in active cooperation with local and regional partners. Currently, the Southeast Asia program is active on four main issue areas: • The Greater Mekong Subregion (GMS): the competing interests of development and the environment, especially regarding hydropower dams and other economic infrastructure • Maritime security: competing maritime territorial claims; food and energy resources; marine environment • Regional Trade, economic, and political issues: ASEAN integration in 2015; China-Southeast Asia; political/economic governance; • US-Southeast Asia relations and policy: US-ASEAN; bilateral and other multilateral relations; trade and economics, including TPP; US Lower Mekong Initiative (LMI); military and non-military “rebalancing” Duties: Research • Carry out research and on major themes and issues concerning the Southeast Asia region and related US policy under the overall supervision of the Senior Associate; • Conduct original research and produce written materials including occasional papers, commentaries, reports, articles and issue briefs to disseminate research findings and analyze or propose policy options; • In consultation with the Senior Associate, conceptualize and initiate new research and projects that will expand knowledge, advance debate and impact policy; • Monitor, evaluate, and conduct briefings on current developments in individual Southeast Asian countries, the Association of Southeast Asia Nations (ASEAN), interactions with neighboring countries and regions, and related US policy issues and policy drivers; • Evaluate and suggest areas of new research that can advance project goals and objectives and further the Stimson Center’s mission; and • Develop and consistently expand knowledge of project focus issues and other defined areas of study. Project Management • Plan activities, products, and priorities with project director; adjust plans as may be appropriate when responding to changing environments in field of study; • Lead or coordinate research projects or other activities as assigned by the Senior Associate; • Provide day-to-day supervision of research staff and interns as may be assigned; • Maintain or supervise the maintenance of the content of project web-site and oversee listserv administration; • Edit, proofread and copy-edit project publications as assigned by the senior associate; and • Plan and coordinate logistics for meetings, press conferences, seminars and other special events. Business Development • Cultivate new relationships with funders and partners; • Network with relevant individuals and institutions fostering the exchange of ideas and building issue consensus; • Develop research for and preparation of funding proposals, as may be assigned; • Conceptualize and develop project proposals that align program research priorities with potential funding sources; • Conceive, research and develop new fundable project ideas in consultation with the senior associate; • Act as liaison on project committees, media, and other external audiences; • Prepare interim and final funding reports; • Implement media outreach including mass mailings, fax blasts, and information requests; and • Other duties as assigned and in keeping with the general theme of the position. Qualifications: • Advanced degree in international relations, political economy, public policy, or related field; • 4 years of research and/or project management experience, with evidence of progressively more responsibility; • Relevant education and experience should be strong, but broad one or more of the following areas: politics and governance; political economy; transnational/trans-boundary issues, nontraditional security (ie. migration, environment, exploitation of resources, etc.); US-SEA relations, trade & investment; energy; and regional integration (e.g., ASEAN 2015); • Strong analytical writing and copy-editing skills (sample required); • Basic/limited proficiency speaking and reading for one Southeast Asian language; • Knowledge of or experience working in the NGO sector; and, • Ability to travel 6-8 weeks a year. Skills & Attributes • Excellent written and interpersonal communication skills; comfortable speaking to groups and/or presenting work; • Desire to work in a highly collaborative environment with a focus on producing work of excellence and influence; • Knowledge of the grant seeking and fundraising process; • Strong/Sophisticated analytics skills; and, • Hands-on experience in proposal or grant writing.
