Residents of Kitanda Village, Nyakaina parish, Rukungiri District have expressed suspicion over the circumstances surrounding the release of one of their fellow residents who had been jailed at Rukungiri Government Prison for killing his porter in December 2013. The suspect, Musiimenta Emmanuel, 40, a teacher at Rwabukooba Secondary School in Ruhinda Sub County, Rukungiri District was on December 11, 2013 arrested by the Police after he tortured to death his porter, one Derrick Mubangizi whom he accused of stealing his sheep and selling it off. According to Police records, it’s alleged that on the fateful day, the suspect while at his home in Nyakaina, tortured Mubangizi to death in the presence of the residents and dragged him in mud before hiring a vehicle to take away the body but was intercepted by Police on his way at Buyanja Trading Center. Residents say the sheep which the suspect claimed to have been stolen by the deceased later returned home after it had lost its way, ending up in a neighbor’s farm. Police records further indicated that Musiimenta was charged with murder at Rukungiri Police Station under CRB2493/2013 and SD 04/12/12/013 after getting clear evidence linking him to the death of Mubangizi. On Dec 20, 2013, Musiimenta was paraded before Rukungiri Court and sentenced to 3 years in Rukungiri Government Prison where he only spent one and half years and was then released. It is reported that when Police charged Musiimenta with murder, some of his relatives went to the office of the Directorate of Public Prosecution claiming that their relative was wrongfully accused of murder and the DPP wrote to the Rukungiri Resident State Attorney and the CID recalling Musiimenta’s file for perusal. Following the DPP’s two letters dated January 6 and 22 nd, the file was forwarded to his office but later disappeared. On May 28, 2014 a one Josephine Namudu from the DPP headquarters is reported to have travelled to Rukungiri to look for the file saying he never received it but bounced back after she was informed that the file was taken to the DDP office in Kampala seven months earlier. Residents told Chimpreports that Musiimenta’s relatives arranged with some of the deceased’s influential uncle, a one Festo Brown and gave the family Sh.20m such that they give up the case. This website could not independently verify these claims. Residents who had vowed to shed Musiimenta’s blood once he returned to their village for killing his porter in broad daylight further urged government to intervene in the matter so that justice can prevail. They claim the suspect who is currently out of prison under unclear circumstances should face the full wrath of the law. “We want Musiimenta to go back and face the music because everybody witnessed his brutality on the deceased that led to his death but we are surprised that after less than a year he is in town doing his business,“ one of the aggrieved residents told this website.
