Respected Sir, if the guide lines will be use to reopen the mines in Keonjhar sector, Supreme Court given guide lines regarding illegal mining “that close those mines which are completed their forty years of mining and cancel all lease which are under second and subsequent renewal” if you go through the guide line then all mine have to close because one or two mine will carry on under this provision and the rest are doing mining more than 40 Years and all are in deemed renewal means second and subsequent renewal so this area will suddenly knock financial and employment crises which will hamper directly or indirectly to native people only. So why our government and judges are not taking this point seriously. After a long period of mining these areas peoples are depended in mines only and due to pollution agriculture was also stopped before a long time and the farmers are become labor/staff of mines now mines are closed and they unable to think about their agriculture skills . It is not an issue to reopen the mines it is an issue to avoid employment crises also. In this area government not developed anything starting from road to their other project so no one will able to survive because if you delete the mining word from this area then there is no other way to live, presently half destroyed forests and MAOs only active in this area. Government or courts also think before giving verdict in this case that due to huge natural resource of iron and manganese ore they also getting plenty of royalty to operate their government but they don’t kept in mind to escape from this situation so it is necessary to reopen the mine as soon as possible and hope that government will avoid to keep the mining scam in cold storage punish them who are involved but maintain development for this area. Government also can make a team to look out the development of periphery villages of each and every lease before they observe “Mines Safety Week” every year. Also the lease will report to the departments of Odisha about their improvements in Corporate Social Activities (CSR) for their adjoining area of mines along with proof. It comes to my notice that some of our leases are doing their CSR work at other places where they get more advertisement but in my view they should develop their periphery areas first. Ensure the rules which are applicable and modification will be clear so that it will not confuse peoples as well as lease for smooth and lawful operation of mining with the development of adjoining area where native peoples are suffering. Hope one day our government will realize and re-open all the mines which are workable in a lawful method.
