Rich Ybanez and BA Barcoma who works for PROJECT NOAH where this image was taken commented that is a DOPPLER RADAR IMAGE, not a satellite image. Ybanez said that the Cebu doppler has always had this limitation because the central Cebu mountain range blocks the Doppler signal to the northwest. BA Barcoma commented also that this Radar phenomenon is known as partial beam blockage. In laymans terms it is the blind side of the Radar where no information is received due to blockage from mountainous areas. It is possible that there are still rain clouds over at the blind side, but the Radar was not able to detect and report these. fyi..peace...
